History
Background
Before World War II , three territorial units were organized on the territory of Vietnam, a colony of Kokhinhin , the kingdom of Annam, and a protectorate of Tonkin . Together with Cambodia they were part of the colonial unit of the Indochina Union [1] .
1945-1946
After World War II, on September 2, 1945, the Democratic Republic of Vietnam was proclaimed Communists throughout Vietnam . But recognition of the new republic still needed to be sought. At the end of September, 200 thousand soldiers of Chiang Kai-shek troops entered the north of the country in the province bordering China , where they began to destroy the new revolutionary power [2] . And in the south, British troops landed under the pretext of disarming the Japanese army [1] .
On October 21, 1945, the combined forces of the French and British launched an offensive on the Mekong Delta and by February 1946 they controlled the main cities of Nambo , the southern part of Chungbo and the Teynguen plateau, where the autonomous republic of mountainous peoples was proclaimed [3] .
On February 28, 1946, the French agreed with the Chiang Kai-shekists on the exchange of Chinese troops for 4,000 French, who at that time were in southern China. The leadership of the new republic had to compromise and conclude an agreement of March 6, 1946, in which France recognized the independence of the Democratic Republic of Vietnam as part of the Indochina Union. The question of a united Vietnam was to be decided in a referendum. [2]
Creating Autonomy
In the second round of negotiations on March 24, 1946 in Halong Bay , Ho Chi Minh and High Commissioner D'Arzhanlyo showed that they understood the status of the DRV differently. Negotiations on April 17 in Dalat did not bring results either . Ho Chi Minh began to seek the transfer of negotiations to Paris , where, as he believed, he would succeed in connecting the French Communist Party with public opinion and explaining his position to the political circles of France. On April 26, a delegation flew to Paris, led by Pham Van Dong . At the end of May, Ho Chi Minh was invited as a guest. [3]
On June 1, 1946, when a plane with the head of the DRV government on its way to Paris made a transfer in Cairo [3] , High Commissioner D'Arzhanlyo stated that the agreement of March 6 between Ho Chi Minh and Sentini did not extend to the territory of Cochin, where Autonomous Republic of Kohinhin .
Disbandment
At the end of 1946, the Indochina War began . In 1947-1948, France, trying to find a political solution to the conflict, decided to bet on nationalists. Negotiations began with the former emperor Bao Dai , who lived in Hong Kong , but he refused to return before resolving the issue with Kokhinkhina [4] .
On May 27, 1948, President of Kohhinhina Nguyen Van Suan formed the Provisional Central Government of Vietnam , taking control of Annam and Tonkin in addition to Kohhinhina. On April 23, 1949, the Kokhinhin Territory Assembly voted to join Vietnam; this decision was ratified by the French parliament on May 20. On June 14, the creation of the State of Vietnam was proclaimed.
Flag
The original version repeated the flag of Annam, but instead of a black scalloped rim, the yellow cloth was framed by blue.
On July 15, 1946, a new flag was introduced in the official newspaper of the autonomy, which became the state flag. It was a yellow cloth, in the middle of which three horizontal stripes of blue color passed from edge to edge. These bands symbolized three regions, Annam, Tonkin and Kokhinhinu [1] .
