History
Tentek settlement was founded in 1949 in connection with the development of the Tenteksky coking coal deposit [3] . 6 mines and other industrial enterprises of the region required electricity and heat supply. In 1960, the construction of a thermal power plant was begun [4] . In 1961, the village of Tentek received city status and a new name - Shakhtinsk [5] , and a decision was made on centralized heat supply to the housing and communal sector. The first units - 2 turbines and 2 boilers with a capacity of 75 t / h each, were commissioned in 1964, and in 1965 the 3rd turbine and boiler unit No. 3 were commissioned. The installed capacity of the power plant in 1867 reached 18 MW [4] . By 1978, a boiler unit No. 4 and a new-type peak boiler on fuel oil [4] with a capacity of 100 Gcal / h [6] were additionally installed at the TPPs.
Since 1975, the CHPP began to work year-round, providing the newly built SMS factory with technological steam. The fifth boiler BKZ-75-39FB was commissioned in 1985, and the sixth in 1989. By 1992, the thermal power of the station amounted to 358 Gcal / h [7] .
After the collapse of the USSR, the thermal power station changed its owners several times. In 2006, the power plant was declared bankrupt, including due to the human factor [8] . Earlier, the mines of ArcelorMittal Temirtau JSC, located in Shakhtinsk, which built their own boiler room, refused the services of the CHP. This made it unprofitable, given the reduced population of the city, idle after the end of the heating season [9] and the condition of the equipment. Akim of the Karaganda region N. Nigmatulin made a decision to return the Tentek TPP to state ownership [10] , which allowed to normalize the heat supply of the city. The renamed power plant receives annual subsidies from the budget - about 1 billion tenge [9] .

Perspectives
The shortage of electricity in the Karaganda region (over 300 MW [9] ) requires the construction of new and expansion of existing capacities. At the Shakhtinskaya TPP, it is planned to generate electric power for the city of Saran in the amount of 60 MW [7] , for which it is planned to reconstruct the station [15] . In addition, the energy development program of the Karaganda region provides for the construction of seven mini-CHPs in the cities of the region, including in Shakhtinsk and the village of Shakhan (subordinate to the Shakhty city administration) [16] .
