It is known that in 1899 he graduated from the St. Petersburg Institute of Civil Engineers , then moved to Moscow and worked as the head of the architectural department of the Moscow city drawing department to receive private orders. In 1906 he was transferred to the Regional Board of the Donskoy Army in Novocherkassk , where as a city architect he built a lot according to state and private orders [1] [2] .

According to the assumption of M. V. Nashchokina , in the first half of the 1900s Vlastov worked in the architectural workshop of L. N. Kekushev [3] .

  • 1900 - residential building, Moscow, Nikoloyamskaya street , 21/7 p. 3;
  • 1901-1905 - the profitable home of P.K. Mikini , together with P.K. Mikini, Krivokolenny Lane , 8;
  • 1903 - apartment building, Moscow, Aristarkhov lane , 4/1;
  • 1903 - apartment building, Moscow, Bolshoi Karetny lane , 4;
  • 1905 - restructuring of the printing house of A. I. Mamontov , Moscow, 5 Leontyevsky Lane ;
  • 1905 - extension to the outbuilding of the Elizabethan Institute building, 10 Radio Street , Moscow;
  • 1905 - interior work in the mansion of Saarbekov , construction of a stable and a horse carriage, 24 Povarskaya Street , Moscow;
  • 1905 - apartment building, together with P.K. Mikini , V.K. Mikini, Moscow, 1/8 Armenian Lane ;
  • 1914 - Church of Alexander Nevsky at a real school, Novocherkassk [4] .
