The name appeared at the end of the 18th century and is due to the fact that the street ran parallel to Main Street (now Palace Avenue ) below it to the sea.
On February 27, 1869, the street was given the name Lower (without a serial number), but in fact the name remained the same. The former 2nd Lower Street is now called Rubakin Street [1] .
