The Department of Patrol Police ( Ukrainian: Department of Patrol Police ) is an inter-regional territorial body of the National Police of Ukraine, consisting of structural units of the apparatus of the Department of Patrol Police and its territorial (separate) units.
The patrol police department and its units serve the public by ensuring public safety and order, protecting human rights and freedoms, as well as the interests of society and the state, combating crime, providing, within the limits defined by law, services to help people who are personal, economic, social reasons or due to emergency situations need such help. The activities of the Department of Patrol Police are carried out in close cooperation and interaction with the population, territorial communities and public associations on the principles of partnership and is aimed at meeting their needs.

History
The formation of a new law enforcement system has become an echo of the needs of society for the elimination of corruption and combating lawlessness.
So, after the events on Maidan in February 2014, in the wake of confidence in the new government and the desire of the population for real changes, a complex and lengthy reform process began. He combined a strong political will, a number of legislative changes, the restoration of the personnel pool, and the assistance and support of international organizations.
In order to use the successful experience of foreign partners in 2014, the Cabinet of Ministers of Ukraine appointed Zguladze as the first deputy of the Ministry of Internal Affairs of ECU. Indeed, for 7 years, from 2005 to 2012, she was actively working on reforming the Georgian internal affairs bodies. At the end of the same year, the Ministry of Internal Affairs presented the concept of a future reform of the Ministry of the Interior, which provided for the creation of the National Police as the central executive authority.
Already on January 19, 2015, a briefing took place in Kiev, during which Deputy Interior Minister Eka Zguladze told the public about the first transformed unit of the National Police of Ukraine. She said that the traffic police will be completely reorganized, and all its employees will be dismissed. But there will be a new service that will carry out round-the-clock patrolling of streets, respond to calls of special line 102, and will also ensure road safety. On the same day, the first recruitment was announced for those wishing to serve in the new unit, including among the traffic police. Thus, the patrol police became the pioneer of the reformed law enforcement agencies and the face of the National Police.
Recruitment and training of personnel continued over the next six months. Candidates passed a transparent selection: computer testing, verification of the level of physical fitness, military medical commission, commission interview. The curriculum included both obtaining theoretical knowledge and mastering the practical skills necessary for serving. Therefore, professional teachers and trainers were involved in the training process for future patrols. Partners from Georgia, the USA and Canada also actively helped in the preparation of new patrols.
On July 2, 2015, the Verkhovna Rada voted in the second reading and generally adopted bill No. 2822, "Draft Law on the National Police." It defines the legal framework for the organization and activities of the National Police of Ukraine, the status of police officers, as well as the procedure for serving in the National Police.
On Saturday, July 4, 2015, at 2000 Sophia Square in Kiev, 2,000 patrol officers solemnly took the oath of allegiance to the Ukrainian people. That evening, the first crews of the new unit took up their first duty.
The Law of Ukraine "On the National Police" entered into force on November 7, 2015. From that date, the police in Ukraine officially ceased to exist.
Today, patrol police units carry out their activities in different directions and perform a wide range of tasks in all areas of Ukraine.
Tasks and Functions
- ensuring public order and security, protecting human rights and freedoms, as well as the interests of society and the state;
- prevention, detection and suppression of criminal and administrative offenses;
- ensuring road safety, the organization of control over compliance with laws and other regulations on road safety, as well as improving the regulation of road traffic in order to ensure its safety;
- providing assistance to persons who, for personal, economic, social reasons or as a result of emergency situations, need such assistance.
