Medal "To the participant of the military operation in Syria"

The medal is awarded to military personnel and civilian personnel of the Armed Forces of the Russian Federation :

• for the differences, courage and dedication shown during the military operation in the Syrian Arab Republic ;
• for the successful management of the actions of subordinates during the military operation in the Syrian Arab Republic ;
• for his dedicated work and great personal contribution to the fulfillment of the tasks of the military operation in the Syrian Arab Republic.

Other citizens of the Russian Federation and foreign citizens may also be awarded the medal for their assistance in solving the tasks assigned to the Armed Forces of the Russian Federation during a military operation in the Syrian Arab Republic.

The medal is awarded to the solemnly awarded Minister of Defense of the Russian Federation or other officials on his behalf. Together with the medal, a certificate of the established form is presented.

A medal ( ribbon of a medal ) is worn on the left side of the chest and, in the presence of other medals, is located after the Mikhail Kalashnikov medal.

The medal is made of gold-colored metal in the form of a circle with a diameter of 32 mm with a convex side on both sides.

On the front side of the coin: a single-color relief image of military equipment: three fighter planes above, a missile ship on the contour of the borders of the Syrian Arab Republic below.

On the reverse side of the coin: in the center, above, there is a single-colored relief image of the emblem of the Ministry of Defense of the Russian Federation (a two-headed eagle crowned with a crown with spread wings. In the right paw of the eagle is a sword , in the left is an oak wreath. On the chest of the eagle is a triangular shield with a rod extended downward) ., rising to the crown in the shield - rider striking the dragon spear ), under it - embossed lettering in four lines "combatants OPERATIONS iN SYRIA" circle - embossed lettering at the top: - "Ministry of Defense", the bottom h and - "Russian Federation".

The medal is connected with an eye and a ring to a pentagonal block covered with a silk moire ribbon 24 mm wide. On the right edge of the tape is an orange strip 8 mm wide, bordered by two black stripes 2 mm wide, to the left are equal, red, white and black stripes.

Institution

Acting in accordance with the Treaty of Friendship and Cooperation between the USSR and the Syrian Arab Republic of October 8, 1980 ^{[3] [4]} , on September 30, 2015, with an official request for military assistance in the fight against the Islamic State , Russia turned to Russia Syrian President Bashar al-Assad . On the same day, the Federation Council gave President of the Russian Federation Vladimir Putin consent to the use of the Armed Forces of the Russian Federation in the territory of the Syrian Arab Republic. In this case, it was only about the use of the Aerospace Forces of the Russian Federation to support the ground forces of Syria from the air, without conducting ground operations ^[5] .

On September 30, 2015, the air group of the Aerospace Forces of the Russian Federation , consisting of bombers and attack aircraft under the guise of fighters, as well as helicopters, began to strike at positions of the armed formations of the Islamic state . The operation also involved strategic Russian-based Long-Range Aircraft of the Russian Federation and special forces, ships of the Caspian Flotilla and the Black Sea Fleet also fired at some targets with cruise missiles ^[6] .

The medal “To the participant of the military operation in Syria” was established by order of the Minister of Defense of the Russian Federation dated November 30, 2015 No. 732 ^[1] .

On March 28, 2016, it became known that the Ministry of Defense announced a tender for the manufacture of 10,300 medals to the “Participant of the military operation in Syria” ^{[7] [8]} .

On December 14, 2017, the RF Minister of Defense issued Order No. 777 "On departmental insignia of the Ministry of Defense of the Russian Federation." According to the order, the medal “To the participant of the military operation in Syria” was retained in the new system of departmental awards, and took in it the very last, eighth place in importance, after the medal “Mikhail Kalashnikov”. At the same time, the medal ribbon underwent a change - another black strip 2 mm wide was added to the center of the ribbon.

Awards

On March 15, 2016, at 10 am Moscow time, a ceremonial construction of the base’s personnel took place at the Khmeimim airdrome on the occasion of the withdrawal of the Russian contingent from Syria. The Syrian military also took part in the construction. Deputy Minister of Defense of the Russian Federation Nikolai Pankov and Chief of the General Staff of the Syrian Army, General Ali Abdullah Ayub, addressed the military, congratulated them on the successes achieved in the operation and awarded the most worthy of Syrian and Russian state awards. Also, all military personnel, in memory of their service in the Arab Republic, received from the hands of the deputy minister departmental medals “To a participant in the military operation in Syria” ^[9] .

March 16, 2016 the link of the Su-25 attack aircraft returned from Syria to the air base in Primorsko-Akhtarsk . Colonel General Alexander Galkin , commander of the Southern Military District, arrived to meet the pilots. The commander thanked the pilots for their service and handed them the medals to the “Participant of the military operation in Syria” ^{[10] [11]} .

March 17, 2016 at the Shagol airbase near Chelyabinsk arrived three front-line bombers Su-24M , participating in the operation in Syria . The crew’s meeting was attended by the entire command of the base, headed by the chief of combat training of the operational-tactical aviation of the Main Command of the Aerospace Forces of the Russian Federation, Major General Oleg Makovetsky. The general thanked all the aviation personnel performing combat missions in Syria for their professionalism. Pilots arriving at the Su-24M airbase, right at the airport, were awarded medals to the “Participant in a military operation in Syria” ^[12] .

Civil Award

Since the beginning of 2016, mass awards have been practiced by the “Participant in a military operation in Syria” medal of civilians (artists, athletes, politicians) who came to the Khmeimim airbase with the aim of holding concerts and other events to raise the morale of the Russian military. So, on February 8, 2016, medals were awarded to cheerleaders ^[13] from the support group of the show “Russian Bogatyrs”, a sporting event held at the air base on New Year's Eve, and on March 25, 2016 on the day of the cultural worker, singer Zara was awarded the medal ^{[14] ]} , several times traveling to the war zone with concerts. As the singer herself said, the opportunity to support the military, fighting at the forefront of the fight against terrorism, was a great honor for her ^[15] .
