In addition to generating electricity, an important function of hydropower plants is flood protection. The Selemdzha river is very flood hazardous because it is not regulated (it flows into Zeya below the Zeya reservoir). With a large reservoir (4.46 km³) Rusinovskaya hydroelectric power station would significantly alleviate the flood situation on Zeya.
