Biography
Born on August 17, 1908 in the family of a bricklayer in the village of Goly Karamysh (the German version is Balzer; today is the city of Krasnoarmeysk, Saratov Region). from the age of ten he worked as a handicraftsman, a messenger. In 1922 he joined the Komsomol , took an active part in the creation of a pioneer organization in the Baltser canton. In 1926 he entered the labor school of Saratov. In 1930 he joined the CPSU (b). In 1934 he graduated from the Saratov Institute of Agricultural Mechanization. As a student, he took an active part in collectivization and dispossession in the Frankish canton.
Since 1935 he worked as an electrical engineer at the enterprises of the People's Commissariats of local industry and agriculture. In September 1937 he was appointed People's Commissar of Light Industry of the Volga Germans Autonomous Soviet Socialist Republic. In February 1938, he was elected 2nd Secretary of the Regional Committee of the CPSU (b) ASSR of the Volga Germans.
On June 20, 1938, the Presidium of the Central Executive Committee of the Volga German Autonomous Soviet Socialist Republic appointed him the chairman of the Council of People's Commissars of the Volga German Autonomous Soviet Socialist Republic. At the 1st session of the Supreme Council of the Autonomous Soviet Socialist Republic of NP, which took place on July 25-27, 1938, his candidacy was approved. He served from July 1938 to September 1941.
On December 12, 1937, he was elected to the Supreme Soviet of the USSR (to the Council of Nationalities) of the 1st convocation from the Red Army election district of the Autonomous Soviet Socialist Republic of the Volga Region (recalled March 27, 1944 as having lost contact with his voters).
On June 26, 1938, he was elected to the Supreme Council of the RSFSR of the 1st convocation from the Baltser electoral district of the Volga German Autonomous Soviet Socialist Republic . He took the post of deputy chairman of the Presidium of the Supreme Council of the RSFSR.
On July 13-14, 1941, together with the Chairman of the Supreme Council of the Autonomous Soviet Socialist Republic of the Volga Region, K. Hoffmann, he appealed to the German people not to spill the blood of Soviet people and to turn their weapons against Hitler and the "fascist cannibals."
September 1, 1941 in accordance with the Decree of the USSR PVS of August 28, 1941 "On the resettlement of Germans living in the Volga region" was evicted with his family to Minusinsk in the Krasnoyarsk Territory. September 5, 1941 in absentia released from duty. In Minusinsk, he worked as an electrical engineer for a couple of months at the city power station, from January 1942 in the labor army, until June in the Vyatlag of the NKVD (Kirov Region). Here he became the secretary of the party organization of the mobilized 12 logging brigades. After exclusion from the CPSU (b) removed from this post.
He was transferred to Bazstroy (Sverdlovsk Region), until May 1944 - senior dispatcher of the Construction Department of the NKVD of the Bogoslovsky Aluminum Plant.
May 22, 1944 was arrested in the case "on the leadership of the former Volga Germans Autonomous Soviet Socialist Republic." August 9, 1946 sentenced to 4 years in prison. Rehabilitated by a decision of the Presidium of the Sverdlovsk Regional Court on March 12, 1959.
After being released from prison in 1948, he worked as an energy engineer at the Biysk Match Factory.
Since 1957 - employee of the design institute in Batumi.
He died in 1994 in Batumi.
