Biography
Came from the nobility of the Evangelical Lutheran confession . Father - B.K. Milgauzen , MD [1] . In 1829-1835 he studied at the boarding school of L. I. Chermak [2] [3] . In 1836 he entered the historical and philological department of the philosophical faculty of Moscow University , but immediately transferred to a law school as a fast-track student [4] . After graduating from the university in 1840 with the degree of candidate of rights he was left in it to prepare for a professorship.
Having passed a master's exam required for a business trip (1842), F. B. Milhausen in 1843-1846 improved in science at the universities of Berlin and Paris : he studied the history of Roman law, political economy and finance; studied in the library of the British Museum the financial policies of European states.
In September 1847 (according to some sources - since 1850 [5] ) F. B. Milhausen was approved as correcting the position of adjunct in the department of laws on state duties and finances. He lectured on financial, state, international and police law for several years; also read the history of Ancient Greece and Rome. In 1848-1854, he was Secretary of the Council of the Law Faculty of Moscow University. Since March 1861 - extraordinary professor of the Department of Financial Law. “For his well-known scientific and pedagogical activity” in December 1869 he was elevated to the degree of Doctor of State Law and in April 1870 he was approved as an ordinary professor . Two years later, in September 1872, he became a distinguished professor at Moscow University . He taught courses: “Laws on duties and finances” and “International law”. Almost did not leave printed works; his “Course of State Law” (B.M., B.G.) and “Lectures on Financial Law” (1866? [6] ) are known. In a solemn meeting of the university made a speech "Income tax in England" (1872).
In 1872-1877 he was the dean of the faculty of law. Repeatedly elected a judge of the university court.
In September 1873, he was appointed president of the Moscow Evangelical Lutheran Consistory.
He was buried at Vvedensky cemetery .
