The novel tells the story of the work of special services in Hamburg and describes the events that triggered the arrival of a Chechen Issa Karpov in the city. The novel touches on the problems of combating international terrorism, as well as the conflicts of interest of special services, agents and ordinary citizens. The novel contains criticism of the American extraordinary extradition policy George W. Bush times

John Le Carré himself was an agent of British intelligence in the 60s and served as consul in Hamburg .

A young Turkish boxing champion in Hamburg notices that he is being watched by some tall, thin stranger in a black cloak, who is on the threshold of his house and demands asylum. With caution, they allow Issa to remain in the attic after he declares his desire to learn to be a doctor. He contacts the human rights organization, namely the attractive young cyclist and lawyer Annabelle Richter, who takes on Issa’s case and contacts the British bank in Hamburg. She contacts the owner of the bank, Tommy Brue, about a mysterious Lipitsian account created by Issa's father and served by the bank. When meeting with Bru, Issa claims to be the son of a Russian colonel Karpov, who deposited his money in an account. But after Bru’s inquiries, he waives his inheritance rights. Bru, who by this time falls under the charm of Annabelle, gives her money in loans to cover personal expenses.

Later, two representatives of British intelligence pay a visit to Bru and ask him to inform when Issa asks for funds from the mafia’s accounts. German intelligence officer Bachmann visits Annabel in search of a suspicious Chechen-born Islamist terrorist arrested while entering Sweden from Turkey in a container that escaped from security and reached Germany. Annabelle moved Issa from a Turkish family to a new apartment, which she had recently bought but not yet occupied. Her evasive tactics arouse suspicion among intelligence agents. She was later detained on the street and taken away for interrogation. Bachmann and his intelligence colleague are trying to convince Annabelle to work with them. In the end, she agrees, provided that her client will be given a German passport and permission to stay in Germany.

They suggest Annabel persuade Issa to give the money to an Islamic philanthropist named Abdullah, who allocates money for charity, including paying for Issa's medical education. Intelligence agencies are trying to prove Abdullah’s involvement in the financing of international terrorism. Issa lives in Annabelle’s apartment while she tries to convince him. At the same time, British agents are pushing Bru to promise to cooperate.

The meeting of the Joint Committee of the German authorities was attended by representatives of British intelligence, as well as two CIA operatives in the role of “observers”. The case against Milestones, as they call Abdullah, was discussed. While his religious and charitable activities are considered legal, his focus is on a small transport company, which, apparently, sells part of the transported humanitarian goods to finance international terrorism. They discuss the role of Issa and agree that it is necessary to keep the promises given to the lawyer. But the transfer of funds at the bank will be controlled by a large number of police officers and other departments, based on the assumption that Issa will be armed.

On the appointed day, Annabelle and Issa meet with Bru at the bank and Issa brings the key to the deposit box with the documents. Upon the arrival of Abdullah, they make money transfers in favor of various organizations, including a suspicious transport company. Agents who have been listening to the bank premises all this time receive all the necessary evidence. When people leave the department, Bahman, disguised as a driver, takes a taxi to detain Abdullah. At the same moment, a group of masked people rushes out of the van, which collides with a taxi, capture Abdullah and Issa and disappear. “Old man, justice has triumphed. American justice,” says Newton, an American agent, “have you heard of the extradition?” “I asked you about Issa,” Bachmann said. “Your Issa was nothing, old man,” Newton answered, seriously angry.
