Perevoshchikov, Alexander Vasilievich

Aleksandr Vasilievich Perevoishchikov (1849 - not earlier than 1917) - chairman of the Kungur district county council, member of the State Duma of the 1st and 4th convocations from the Perm province .

Biography

Orthodox. From the peasants of the village of Yumysh, Kylasovskaya volost of the Kungur district, a personal honorary citizen .

He graduated from a one-class public school . He was engaged in agriculture (50 acres ) and grocery trade, owned a water mill.

About 18 years old was a volost judge . In 1882, he was elected chairman of the Kungur district zemstvo council , in which position he stayed for 3 triennia. In 1903-1904, at the invitation of the governor, he participated in provincial meetings on the needs of the agricultural industry and on the revision of the Regulation on Peasants. In addition, in different years, he was a member of the Kungursky district folding presence, trustee of the Yumysh church and parish school , honorary trustee of the Kylasovskaya folk school, member of the board of trustees of the Kungursky gymnasium, honorary member and treasurer of the county guardianship of the Departments of the institutions of the Empress Mapiya , as well as comrade Kungur Committee of Guardianship of Popular Sobriety. In Kylasov opened a hut-reading room [1] and a shelter for the charity of terminally ill patients, and in the village of Gary Kylasovskaya volost set up a literacy school.

For works on public education, he was awarded the Bible by the Holy Synod . Among the awards he had the medal “For zeal” on the Stanislavsky ribbon , medals in memory of the reign of Emperor Alexander III and for the census of 1897, as well as the medal of the Red Cross “In memory of the Russo-Japanese War” .

In 1906 he was elected a member of the I State Duma from the Perm province by a congress of commissioners from volosts. He was a member of the non-partisan group. He spoke on the agricultural issue. In November 1906 he was re-elected chairman of the county zemstvo council and remained in this position until the 1917 revolution .

When visiting the Kungursky district by the Grand Duchess Elizabeth Fedorovna , her sister Princess Battenberg and niece Princess Louise , as chairman of the Zemstvo council, he greeted the Grand Duchess at Ergach station on July 13, 1914, presenting Her Imperial Highness the Kazan Icon of the Mother of God . Part of the cost of accepting high-ranking persons in Kungursky County was paid for by the Duma salary of Perevoshchikov, who was granted the portrait of Grand Duchess Elizabeth Fedorovna with her signature.

In 1912 he was elected a member of the State Duma from the Perm province by a congress of commissioners from volosts. He was a member of the faction of Russian nationalists and the moderate right, after its split in August 1915 - into the group of supporters of P. N. Balashov . He was a member of the commissions: land, on the working issue, on trade and industry.

During the February Revolution was in Kungur. In April 1917 he was summoned by the Provisional Committee of the State Duma to Petrograd, was suspected of having connections with the police, but without proof. The further fate is unknown. He was a widower, had two adult children, a son Nicholas and a daughter Maria.
