Biography
He was born on August 18, 1946 in Kaliningrad , in the family of a military man [1] .
In 1965 he graduated from high school, entered the faculty of foreign languages at the Alisher Navoi Samarkand State University .
In 1967, he began working in Samarkand as a teacher in a special urban vocational school No. 44.
In 1968, he transferred to work as an English teacher at secondary school No. 15 in Uchkuduk [2] .
In 1970-1972 he served in the Armed Forces of the USSR.
In 1972, he began working in the Samarkand city committee of the Komsomol of Uzbekistan as the head of the department of Komsomol organizations.
In 1974 he became the director of secondary school No. 7 in the city of Uchkuduk [1] .
After moving to Leningrad, he worked as the director of two comprehensive schools, the director of the regional institute for teacher development [2] , and an adviser in the Republic of Afghanistan .
In 1992, the degree of candidate of pedagogical sciences was awarded.
In 2000, the degree of Doctor of Economics was awarded, the title of professor was awarded [1] .
Rewards
- In 1993 he was awarded the honorary title "Honored Teacher of the School of the Russian Federation" [3] .
- In 2001 he was awarded the medal of the Order "For Merit to the Fatherland", II degree.
- In 2007 he was awarded the Order of Honor .

In 1995-2000 - Member of the State Duma of the Federal Assembly of the Russian Federation of the second convocation, member of the State Duma Committee on Budget, Taxes, Banks and Finance.
2007-2010 - Member of the Legislative Assembly of the Leningrad Region, member of the standing committees on education and science and on health and social policy [4] .
2010-2012 - Member of the Council of the Federation of the Federal Assembly of the Russian Federation.
He is the deputy chairman of the Public Chamber of the Leningrad Region [1] .
