Vladimir Aleksandrovich Liquid (b. Vladimir Liquid graduated from the Faculty of Mechanics [1] TISI in 1984 [2] .
From 1984 to 1986 - master of the carpool of the construction association “Himstroy” (Seversk, Tomsk Region) [2] [1] .

He supervised various areas of activity: from public security, information policy, work with territories to foreign economic and interregional relations of the Tomsk region and the work of the ATO office under the Government of the Russian Federation [4] .
In 1996, he successfully graduated from the Academy of Public Administration under the President of the Russian Federation [1] with a degree in jurisprudence [5] .
From February 1998 to October 1999 - Plenipotentiary Representative of the President of the Russian Federation in the Tomsk Region [6] [7] .
Since 1999 - First Deputy Governor of the Tomsk Region [1] [8] .
From February 2002 [2] to November 2005 - Chairman of the Tomsk regional branch of the United Russia party. After the failure of the party in the elections to the Duma of the city of Tomsk resigned [9] .
From September 25, 2002 to December 7, 2003, Liquid was a member of the Council of Federation of the Federal Assembly of the Russian Federation - a representative from the administration of the Tomsk Region [10] [11] . In 2005 he defended his thesis "The Evolution of Federalism in Modern Russia: the Political Aspect."
On May 31, 2007, Liquid was appointed as a representative from the Tomsk Region Duma in the Federation Council [13] . On September 19, his senatorial powers were confirmed [14] . Since June 2008 - Chairman of the Commission of the Council of the Federation for Youth and Tourism [15] .
In June 2009, at the Institute of Socio-Political Studies of the Russian Academy of Sciences, he defended his doctoral dissertation on the topic “Russian federalism: evolution, problems and development prospects” [4] . On December 20, 2011, his senatorial powers were again confirmed in connection with the election of the Tomsk Oblast Duma of the new convocation [16] .
From September 1, 2012 - Deputy Governor of Tomsk Region on domestic policy [17] . From the same day, the Federation Council early terminated his senatorial powers [18] .
From September 3, 2013 to May 13, 2016 - Deputy Governor of the Tomsk Region for interaction with federal state authorities [19] [20] .
