The West Virginia House of Delegates is the lower house of the West Virginia legislature and the state legislature . The House of Delegates is headed by the Speaker of the House (Tim Arsted, after the 2015 election). For 2015, in the state of 67 delegating districts from which 100 delegates are elected. The House of Delegates, like the Legislature, was created according to paragraph VI of the Constitution of West Virginia [1] after the separation of the state from Virginia in 1863 during the Civil War . The House of Delegates sits at the West Virginia State Capitol in Charleston .

Organization
The House of Delegates is the lower house of state legislature. According to the state constitution, a delegate must be at the age of eligibility to vote and reside in the constituency at least one year before the election. Each delegate is elected for two years. For elections to the House of Delegates, each constituency with a population of less than 60% of the population that the delegate must represent must be joined to another constituency or counties to form a delegating constituency. There are 67 such districts in 2015. Most delegating districts include parts of several administrative districts. In state 1, the delegating district selects 5 delegates, 2 - 4 delegates, 6 - three delegates, 11 - two delegates, the remaining 47 districts choose only one [2] . Legislature sessions begin on the second Wednesday of January of each year, excluding every fourth year in which sessions begin a month later, so that the new governor can prepare the state budget [1] [2] [3] .
The House of Delegates, like the Senate , can pass resolutions and bills, including the state budget. However, the House of Delegates cannot confirm or reject the decisions of the Governor. The House may nominate members of the Legislature for impeachment , which will take place in the Senate. For its work, the House of Delegates nominated 2 treasurers and a state auditor for this procedure [2] .
The House of Delegates is headed by the Speaker of the House, who is elected from the members of the House. The House Speaker is the second, after the Senate Chairperson, to take the position of Governor . The longest positions at the position of the Speaker were Robert Chambers (Speaker in 1987-1996) and Robert Kiss (Speaker in 1997-2006). After the 2015 election, Tim Arsted from Canova County is heading the Chamber. [2]

After the 2012 elections, 54 delegates were Democrats, 46 the rest were Republicans, and for the Republican Party this was the largest representation since 1930, when the party lost its leadership. In 2014, the Chamber became a republican - 64 republicans and 36 democrats were elected [2] .
