Childhood. Youth
He was born on February 23, 1926 in the village of Maslovka, Chuguevsky district , Kharkiv region in Ukraine (since 1931, a military training ground is located at the place of Maslovka village). Parents: Father Maltsev Nikolai Grigorievich (1900-1978) had two classes of education of the parochial school, avoiding work on the collective farm (in Bashkirovka ), settling for the construction of the Kharkov Tractor Plant , saved himself and his family from starvation in the years 1932-1933 of the XX century.
Mother - Maltsev (Bureiko), Natalya Pavlovna (1905–1989), graduated from the gymnasium, led the household, raised her son Peter and two daughters: Antonina and the youngest, disabled Alexandra. She survived the war with children in the occupied and near-frontal zone with. Bashkirovka , with. Lebyazhe, p. Kochetok, Chuguev .
The family spoke Ukrainian, considered himself a Ukrainian. Initially, the founders of the clan wore the name Malets, nevertheless, apparently, the various generations of the Maltsev family considered Ukrainian as their first language, then Russian. Parents of the father adhered to the Protestant faith, were Baptists (but did not force their faith), led a modest and ascetic lifestyle.
When he was a child, Peter clearly showed that he was drawing - by asking the soldiers for a stub of a pencil with a piece of paper, he selflessly portrayed what he had seen, composed fancy fairy tales and epic stories, loved drawing Russian warriors, and developed creative imagination. I saw the surrounding reality in a special way, in a kind of refraction, fixing all the variety of natural colors and shades.

War years
He met the Great Patriotic War in the village of Bashkirovka , a suburb of Chuguev. Assigning himself a year (according to the documents, the date of birth of March 10, 1925), he succeeded in July 1943 to join the ranks of the Red Army . After graduating from school junior commanders in November 1943, he was sent to the front.
As part of the 1st Ukrainian Front took part in the battles, participated in the storming of Berlin. He was injured (he was treated in a military hospital in Linz, Germany), disabled 1 gram. By 1950, he served in the Red Army and then the Soviet Army, senior sergeant, commander of artillery guns, has various military awards (in particular, the Order of the Patriotic War, medals "For Bravery", "For Military Merit", "For the Capture of Berlin" ).
After the war he returned to his native Sloboda . From 1950 to 1955 he worked as an artist in the factory of art products in Kharkov and studied at an art studio, whose teachers were S. M. Besedin, E. N. Tregub, V. M. Nasedkin, then - at the Art Fund.
Family
His wife, Maltsev (Milanko), Praskovya Grigorievna (1932–2014), a mathematician (three red diplomas of higher education, including graduation with honors from the Physics and Mathematics Faculty of Kharkov State University), additionally received education as a teacher of drawing and art history. She worked as a teacher of mathematics and drawing in a secondary school and part-time taught art history at the Chuguev children's art school.
Children: the eldest son is Yuri (born 1968) by education an economist and government manager, an entrepreneur, and a manager of an enterprise; the youngest is Alexander (born in 1972) a teacher of drawing and drawing by education, as well as a sports trainer, working as a fitness trainer.
Work
From 1956 to 1965 he worked as an artist in the Kharkov Art Fund. He participated in the All-Union exhibitions of folk art, for which he was awarded certificates of honor and a diploma of the All-Union Central Council of Trade Unions (1961-1964). In 1962, he received thanks for active participation in art exhibitions. In 1962 he entered the Ukrainian Polygraphic Institute to study at the graphic faculty in Lviv. Studied from the famous graphic artist Kasyan. In 1968 he graduated from the institute, receiving a specialty graphic artist.
In 1966, he was appointed director of the Chuguev Children's Art School. Repin ( Chuguev - I. Repin's birthplace), where he worked for almost forty years.
Thanks to him, the graduation rate of school students grew from 3-4 students to 20-30 people. Exhibitions of students' works are annually exhibited at various objects in the Kharkiv region, as well as at international exhibitions in Algeria, England, Italy and Japan ... The Academy of the USSR and the Union of Artists of the USSR awarded the school for success in work with the Venetian Medal.
For all the time of his creative activity, Pyotr Nikolayevich created about a thousand works, not a few of them were simply donated and are now in galleries, museums and in other state and public institutions. In 2006, by the Decree of the President of Ukraine, Petr Maltsev (a member of the Artists Union of Ukraine) was awarded the title of Honored Worker of Culture of Ukraine for his significant personal contribution to the socio-economic, scientific and cultural development of Ukraine, significant achievements and active public activities. By the decisions of the sessions of the city and district councils, Pyotr Nikolayevich Maltsev was awarded the title "Honorary Citizen of the City of Chuguev" and "Honorary Citizen of the Chuguev District."
