Biography
Nikolai Igorevich Rybakov was born on December 24, 1978 in Leningrad. Father - Igor Nikolayevich Rybakov ( 1946 - 2015 ), Head of the Forestry Machines Laboratory at the Forestry Engineering Academy named after S. M. Kirov (since 2011 - St. Petersburg State Forestry University named after S. M. Kirov ), mother - Elena Dmitrievna Rybakova (b. 1956 ), a researcher at the same institute. [one]
From 1985 to 1995 he studied at school number 534 of the Vyborg district of St. Petersburg. In high school in 1992-1993 , he simultaneously studied at the Economic School of St. Petersburg University of Economics and Finance , and in 1993-1995 - at the Business College of St. Petersburg State University (graduated with honors). Professional career
He began to work from 13 years old - on a farm in the Priozersky district , then - in the construction cooperative "Commonwealth".
From 1997 to 2000 he worked as an assistant to the deputy of the Legislative Assembly of St. Petersburg, Mikhail Amosov .
From 2000 to 2001 he worked as the chief specialist of the EPIcenter St. Petersburg Foundation for Economic and Political Research (the head is Igor Artemyev , now the head of the Federal Antimonopoly Service ). He supervised the issues of youth policy and education at the Fund.
In 2000, he was elected as a deputy of the Svetlanovskoye Municipal Formation of St. Petersburg, in the municipality he became chairman of the budget , finance and property commission. In 2006, he was elected head of the Local Administration of the Municipal Formation "Citizen" (St. Petersburg). On the initiative of the chairman of the Council, Olga Shtannikova and the head of the administration, Nikolai Rybakov, the Citizen’s Municipal Council sent a draft law to the Legislative Assembly of St. Petersburg that prohibited budget financing of the construction of the Okhta Center skyscraper (construction was supported by Governor Valentina Matvienko ). In April-June 2018, he proposed a procedure and organized primaries before nominating a candidate for the mayor of Moscow from the Yabloko party for the September 9, 2018 elections . In the first round, more than 1,700 electors participated in the voting, among whom were both party members and non-partisans. Election Participation
In March 2000, at age 21, with the largest number of votes in the city, he was elected to the Svetlanovskoye Municipal Council in St. Petersburg. At the polling station where Nikolai Rybakov lives, more than 54% of voters voted for him. [15] In December 2002, he ran for the Legislative Assembly of St. Petersburg in the 3rd constituency ( Vyborgsky District , St. Petersburg) from the SPS + YABLOKO block and took second place. In March 2004, he was elected as a deputy of the Municipal Council "Citizen" ( Kalininsky District , St. Petersburg). Until December 2004, he combined work as a deputy in two municipal councils. He participated in the elections to the Legislative Assembly of St. Petersburg as a candidate in 2007 (the Yabloko list was withdrawn from the election) and in 2011 (the party officially received 12.5% of the vote in the lists). At the congress of the Yabloko party on July 1-3, 2016, he was nominated as a candidate for deputy of the State Duma of the seventh convocation as the seventh number on the federal part of the party list (10 candidates) [21] , as well as in the Central Single-Mandate Electoral District in St. Petersburg [22] . According to official data, in the elections to the State Duma of the VII convocation held on September 18, 2016, in the single-mandate constituency No. 216 (Central District of St. Petersburg) Rybakov won 13.98% (18974 votes, 4th place) [23] , and the party list Yabloko gained less than 5% (1.99%, 1,051,335 votes) [24] , without having received a single mandate in the State Duma of the VII convocation. Due to numerous irregularities in the elections, the Yabloko party did not recognize their results and filed a lawsuit [25] . However, the Supreme Court dismissed the lawsuit [26] .
In the elections of September 18, 2016 he also ran for the first number on the list of deputies of the Legislative Assembly of the Leningrad Region [27] . The composition of the Legislative Assembly was not included, as according to official figures the Yabloko party gained less than 5% (3.71%) [28] .
Campaign Management
He participated in all election campaigns of the party in St. Petersburg since 1995. He began to work as an agitator , distributor of party materials.
In 1998, he headed the headquarters of the election campaign for the election of Mikhail Amosov to the Legislative Assembly of St. Petersburg (he won the first round, receiving more than 55% of the vote).
In 1999, he was one of the leaders of the headquarters for the election of Sergei Stepashin to the State Duma, who was a candidate from the Yabloko party in one of the districts in St. Petersburg. As a result of the elections, Sergey Stepashin, having gained 49% of the vote, won in the constituency of Gennady Seleznev , who at that time was chairman of the State Duma. [29]

In 2012, he was the head of the headquarters for the election of Grigory Yavlinsky for the presidency of Russia in St. Petersburg.
In 2016, he led the election headquarters of the Yabloko party for the election of deputies of the State Duma of the VII convocation.
In October 2017, he became the head of the headquarters for the election of Grigory Yavlinsky for the presidency of Russia.
Public life
In 2005, he became the author of the Remember the Solovki educational project, which is being implemented in educational institutions of St. Petersburg. [32]
One of the organizers of mass protests against the construction of the Okhta Center skyscraper in the historical center of St. Petersburg. The author of the idea of the logo “Let's Save the Living Heart of St. Petersburg”. He was one of the applicants in the Smolninsky court of St. Petersburg in the case of the annulment of the decision of the Government of St. Petersburg , which was allowed to build a Gazprom office more than 400 meters high on the border of the historic city center. In February 2013, in response to the support by the Children's Ombudsman Pavel Astakhov of the “ Dima Yakovlev Law ”, he created a petition for the resignation of the authorized representative “To dismiss Pavel Astakhov from the post of the Commissioner for the Rights of the Child under the President of the Russian Federation” . Rybakov spoke about the persecution of environmental activists by the authorities.
