Zagory, Gleb Vladimirovich

Born August 21, 1976 in Vologda. Father Zagory Vladimir Antonovich (born 1951 , now Chairman of the Supervisory Board of PJSC Pharmaceutical Firm Darnitsa ), a native of the city of Lubny, Poltava Region , mother - Zagory Lyudmila (born 1951 ) met while studying at the Leningrad Chemical and Pharmaceutical Institute , a pharmacist by training. They got married in the third year and after graduation got a job in Vologda. There was a son Gleb. The family returned to their native Poltava region in 1977. Subsequently, the family moved to Kiev . In 1993, Gleb graduated from ki European Secondary School No. 261 with a gold medal.

In 1998 he graduated from Kiev State Economic University (now - V. Getman Kiev National Economic University ) with a degree in International Economics and received a master's degree in international business management.

In 2000, he received his second higher education - qualification of a process engineer at the National Pharmaceutical Academy of Ukraine (now the National University of Pharmacy ) with a degree in Pharmaceutical Technology.

In 2004 he graduated from the graduate school with a degree in “Technology of medicines and organization of pharmaceutical business”, in the same year he defended his thesis on “Development of the composition and technology of a soft dosage form for the treatment of thrombophlebitis” and received a PhD in pharmaceutical sciences .

Since 2006, Associate Professor of the Kiev National University of Technology and Design , Department of Industrial Pharmacy. Since 2012 - Associate Professor at the Department of Industrial Pharmacy, since 2015 - Professor at the Department of Industrial Pharmacy.

In 2014, he defended his doctoral dissertation on the topic "Methodological justification of the strategy and tactics of systemic measures for the optimization and effective development of domestic production of medicines." He received a doctorate in pharmaceutical sciences , specializing in “Technology of medicines, organization of pharmaceutical business and forensic pharmacy”. The public defense of the dissertation was held at Zaporizhzhya State Medical University of the Ministry of Health of Ukraine .

In 2017, she was awarded the title of Professor of the Department of Industrial Pharmacy of the Kiev National University of Technology and Design.

The scientific research of Gleb Zagoria primarily concerns substances that in the future may become the basis for the production of medicines. In the declaration for 2018, Zagory indicated 95 patents and trademarks, mainly in the pharmaceutical field ^[1] .

He started working as a student in 1997 as head of the marketing research and logistics department at Darnitsa Pharmaceutical Firm CJSC. From 2001 to 2009, he served as the chief coordinator for general policy and strategy issues at Darnitsa Pharmaceutical Firm CJSC. From 2009 to 2014, he worked as the General Director of Darnitsa Pharmaceutical Firm CJSC. ^{[2] He is a} supporter of the introduction of European standards for the quality of medicines. In an interview with Pharmaceutical Courier, Gleb Zagoriy notes: “The production of high-quality, safe and effective medicines is it’s no longer an advantage in the competition, but our primary duty. ” ^[3] Consistently advocates for the support of domestic producers.

In 2014, he was elected People's Deputy of Ukraine for the nationwide multi-member district according to the lists of the “ Petro Poroshenko Bloc ” (No. 52 on the list). Member of the Committee of the Verkhovna Rada of Ukraine for Veterans and Disabled . ^[four]

The following laws of authorship of Gleb Zagoriya were adopted by the Verkhovna Rada of Ukraine:

The Law of Ukraine "On Amending the Law of Ukraine" On the status of war veterans, guarantees of their social protection "regarding the status of persons who defended the independence, sovereignty and territorial integrity of Ukraine" No. 291-VIII. ^[5] The adopted law expands the circle of persons entitled to receive the status of a participant in hostilities, a participant in a war, and a disabled person of a war. For the first time, certain categories of volunteers and volunteers will be able to receive the status of a participant in hostilities and the corresponding benefits on an equal basis with other military personnel. In addition, the affected volunteers of the ATO will be able to obtain the status of a disabled war. ^[6]

The Law of Ukraine "On Amending Article 18 of the Law of Ukraine" On State Social Assistance to People with Disabilities since Childhood and Children with Disabilities "regarding the establishment of surcharges for disabled people of group I of subgroup A" No. 495-VIII ^[7] The law restores social justice in terms of social assistance for disability since childhood of group I of subgroup A in the amount that they received before reaching the age of 18.

Law of Ukraine “On Amending the Tax Code of Ukraine on the Exemption from Taxation of Certain Medicines and Medical Devices” No. 332-VIII ^[8] This law provides budget savings during public procurements of the Ministry of Health of Ukraine through international specialized organizations to provide patients with free vital medicines. ^[9]

The Law of Ukraine "On Amendments to Article 10-1 of the Law of Ukraine" On the Social and Legal Protection of Military Personnel and Members of Their Families “(Concerning Vacations for Military Personnel”) No. 448-VIII ^[10] The adopted law improves the procedure for granting leave to military personnel in a special period ( ATO): unused vacation days can be used in the next calendar year for up to 90 calendar days. ^[eleven]

Law of Ukraine No. 653-VIII “On Amendments to Article 164 of the Tax Code of Ukraine Concerning the Taxation of Pensions for War Disabled Persons and Other Categories of Persons” ^[12] The adopted innovation exempts from the taxation of pensions of participants in hostilities of the Second World War, war invalids and family members of the deceased. ^[13]

“Today in Ukraine there are about 23 thousand invalids of the war and 7 thousand participants in the hostilities. A significant part of them pays 15% of the pension tax every month. It is obvious that it’s immoral to keep these people on whom we are equal and proud. The adopted law (No. 653-VIII) restores justice by returning the full amount of the pension that a person has earned by risking his life.

Law of Ukraine No. 715-VIII "On Amending Article 10 of the Law of Ukraine" On the Status of War Veterans, Guarantees of Their Social Protection "to strengthen the social protection of Heavenly Hundred families. ^[15]

The Law of Ukraine “On Amending the Law of Ukraine“ On the Status of War Veterans, Guarantees of Their Social Protection ”regarding the payment of a one-time cash allowance to volunteers, volunteers who protect the independence, sovereignty and territorial integrity of Ukraine, and members of the families of the victims” No. 735-VIII. According to the Law, volunteers and volunteers who became disabled due to wounds, shell shocks or injuries received directly during the participation in the anti-terrorist operation, and in the event of their death, their families receive a one-time cash allowance in the same amount as the military personnel participating in the ATO. ^[nineteen]

Decree of the Verkhovna Rada of Ukraine "On providing adequate medical care to people who have suffered health damage while participating in the Dignity Revolution" No. 851-VIII. Persons who suffered severe or moderate bodily injuries while participating in the Revolution of Dignity were granted the right to free medical care at the Feofania Clinical Hospital, hospitals of war veterans, and military medical institutions (hospitals). ^[20]

The Committee organized meetings with the UN Office for the Coordination of Humanitarian Affairs in Ukraine, the Ukrainian Philanthropic Forum, the Caritas International Charitable Fund, the Doctors Without Borders mission, the Right to Defense All-Ukrainian Charitable Fund, Rinat Akhmetov Charitable Foundation Charitable Foundation “Development of Ukraine”, and the National Committee The Red Cross Society of Ukraine, the Danish Refugee Council, the Elena Franchuk Anitisnid Foundation, the Crimea Development Fund (Project Crimea SOS).

Together with public organizations, working groups have been created and are functioning:

- On issues of amending legislation regarding the settlement of problematic issues related to the receipt, provision, execution, distribution, and monitoring of the targeted use of humanitarian assistance under the Committee ^[27]

- To coordinate the work on providing volunteer and charity assistance at the Ministry of Social Policy of Ukraine. ^[28]

In December 2018, the public organization Committee of Voters of Ukraine (KIU) recognized Gleb Zagoria as the most effective deputy of the Verkhovna Rada of the VIII convocation for 4 years of its work. According to KIU estimates, during this period Zagoriy submitted 53 bills, of which 25 became laws ^[29] . In addition, the portal rada.oporaua.org included Gleb Zagoria in the list of deputies whose legislative initiatives in 2018 were supported by more than 25%. During 2018, the deputy co-authored 13 bills, 5 of which became the laws of Ukraine ^[30] .

Leaving Politics

In May 2019, Gleb Zagory said that he considered his legislative mission to be completed, that he was leaving politics and was going to do business - to develop the Darnitsa company ^[31] .

Gleb Zagory systematically with his father Vladimir is engaged in patronage . One of the projects in this area is the patronage support since 2002 of the Benyuk-Khostikoyev Theater Company. ^[32] Together with the company, several productions were created, in the development of some of the stage ideas (the production of “On Mice and People” ^[33] Gleb Zagoriy personally participated. ^{[34] The} entreprise “On Mice and People” became a contender for the T National Prize G. Shevchenko. ^[35] In 2006, for the first time in the history of the Shevchenko Prize, this award was awarded to the philanthropist Gleb Zagory, although he was officially named only the author of the idea. ^[36]

Perhaps if Darnitsa made such pills that improve health, then probably they would not have to invest in our performance. But they understand that only we produce such “pills”. According to Gleb Zagoria, it is possible to reduce the costs of society for therapy, rehabilitation and social welfare of patients provided that investments are made in the prevention of diseases. That is why one of the areas of charity is to support projects related to health care. In 2006, Gleb Zagorii supported the Ray of Hope charity evening, which was performed by Vladimir Spivakov and the Moscow Virtuosi chamber orchestra to finance assistance to people with multiple sclerosis. ^[37]

One of the areas of philanthropic activity carried out by Gleb Zagoriy is the support of Ukrainian cinema. For this, together with the League of Ukrainian Patrons ^[38] , work began on the creation of the first Ukrainian high-budget film "Black Raven" based on the novel of the same name by Vasily Shklyar. ^[39] Awareness of the development of the pharmaceutical industry with the assistance of the educational process of training young specialists became decisive in choosing the direction of support by Gleb Zagoriy and the pharmaceutical company “Darnitsa” for the educational process, production and technological and undergraduate practice at the specialized university - the National University of Pharmacy. ^[40]

In 2015, Gleb Zagoria, as an active philanthropist, was included in the Council for the Development of the National Cultural, Artistic and Museum Complex Mystetsky Arsenal. ^[41] Since 2014, Gleb Zagoriy has been transferring his salary to the needs of the educational process of the Ukrainian Catholic University, and since 2015, to the needs of the Tabletochka international charity foundation.

In 2015, the Zagorian Family Charitable Foundation was established. Основная деятельность Фонда направлена на реализацию системных проектов в сфере здравоохранения и сохранения культурных и духовных ценностей страны. ^[42]

В начале 2015 года Фонд семьи Загорий и фармацевтическая фирма «Дарница» основали по две годовые стипендии для обучения одаренных студентов. ^{[43] [44]} В этом же году Фонд выступил генеральным партнером Украинского форума благотворителей на VI Всеукраинском фотоконкурсе «Благотворительность сквозь призму объектива». По результатам конкурса победители получили денежные и поощрительные призы от Фонда. ^[45]

Начиная с 2015 года, Фонд семьи Загорий активно сотрудничает с Всеукраинской общественной организацией "Украинский фонд «Здоровье» в рамках проекта «Я можу врятувати життя!». Миссия Фонда в рамках проекта — научить молодежь предоставлять первую медицинскую помощь, развить умение не теряться в трудных жизненных ситуациях и быть готовым прийти на помощь. ^[46]

В 2016 году Фонд семьи Загорий присоединился к инициативам издательства «Родовід», поддержав издательский проект «Казимир Малевич. Киевский период 1928—1930», который дополняет историю украинского искусства новыми уникальными страницами. ^[47]

В июне 2016 года Фонд семьи Загорий совместно с Центром детской кардиологии и кардиохирургии Украины подписали Договор о сотрудничестве на поставку оборудования для отделения трансфузиологии. Приобретенное холодильное и морозильное оборудование позволит хранить компоненты донорской крови в больших объемах, необходимых для операций на сердце, и выдерживать срок хранения, предусмотренный инструктивными документами МОЗ Украины. ^[48]

Фонд семьи Загорий вошёл в инициативную группу, благодаря которой Украина присоединилась к международной благотворительной инициативе Giving Tuesday. В Украине движение получило название «Щедрий вівторок», в его рамках 27 ноября 2018 года прошёл первый Всеукраинский день добрых дел ^[49] .

Также Фонд семьи Загорий реализует проект #MeeTheFuture, в рамках которого организует встречи украинцев с людьми, которые возможно определят мировоззрение будущего ^[50] .

1 ноября 2018 года были введены российские санкции против 322 граждан Украины, включая Глеба Загория и его отца Владимира Загория ^[51] .
