Ahmed-bek Omar oglu Pepinov [1] ( azerb. Əhməd bəy Ömər oğlu Pepinov ; 1893 - 1937 ) - Minister of Labor and Agriculture of the Azerbaijan Democratic Republic (from December 22, 1919 to March 23, 1920).

Biography

Ahmed-bek Pepinov was born in 1893 [1] . By origin - Meskhetian Turk [2] .

During the years of the Azerbaijan Democratic Republic, Pepinov was a deputy of the parliament of the young republic (the party of socialists " Gummet ") and a member of the V Cabinet of Ministers of the country. December 22, 1919 was appointed Minister of Labor and Agriculture (after Aslan-bey Kardashev ). Immediately after being appointed to the post of Minister, Pepinov demanded that the bill “On land support for the population of the Republic of Azerbaijan” be returned from the Government Affairs Department for revision to the Ministry. So, on December 28, 1919, a new minister convened a meeting on the working issue with the participation of trade union organizations. Ahmed-bek Pepinov pointed out the non-interference of the administration in the sphere of trade union organizations, assuring workers of the cessation of political raids on the Work Club and workers' organizations. Pepinov also promised that the Baku military governor-general would be abolished and complete freedom of assembly would be granted, as well as higher wage rates. The workers promised to support Pepinov, subject to all the promises made to them [3] .

In the spring of 1920, the efforts of the Musavat party , which dominated the parliament, began an active struggle against anti-state elements, arrests were made among the Bolsheviks, and work clubs were closed. March 20, 1920 Pepinov at the next parliamentary meeting protested the closure of the Work Club and the arrests made. Most of the MPs rejected Pepinov’s proposal to discuss this issue. In this regard, at the next parliamentary meeting, Pepinov said that he was resigning. On March 23, 1920, Akhmed-Bek Pepinov resigned and resigned as Minister [3] .

In April 1920, to delay the entry of the Red Army into Azerbaijan, Pepinov, together with another member of parliament, Rahim-bek Vekilov, was sent to Grozny for negotiations [4] . After the April occupation and Sovietization of Azerbaijan , Pepinov led the work on education and journalism. However, as a former ADR minister, he was under pressure. In the early 1930s. Pepinov was forced to move to Ulyanovsk . Later he moved to Alma-Ata and until 1934 he was deputy minister of education of the Kazakh SSR . He was repressed and was shot in 1937 . Rehabilitated in 1955 [4] .

Family

In 1919, Pepinov married the daughter of the deputy chairman of the parliament of the Azerbaijan Democratic Republic, Hasan-bey Agayev [4] . Their daughter Sevda Pepinova in 1956 married actor Lutfali Abdullaev . Two daughters of Lutfali Abdullayev and Sevda Pepinova (she kept her maiden name at the request of her husband) live in Baku [4] .

Memory

  • In Baku, on the wall of the house in which Akhmed-bek Pepinov lived from 1919 to 1931, a memorial plaque with a bas-relief was installed.
