The Declaration on the Rights of Persons Belonging to National or Ethnic, Religious, and Linguistic Minorities was adopted without a vote [1] by UN General Assembly resolution 47/135 of December 18, 1992.
Briefly, the essence reflects the following position:
Article 2.1 Persons belonging to national or ethnic, religious and linguistic minorities (hereinafter referred to as persons belonging to minorities) shall have the right to use the heritage of their culture, practice their religion and worship, and also use their language in private and public , freely and without interference or discrimination in any form.
This declaration is referred to by the Convention on the Provision of the Rights of Persons Belonging to National Minorities in its preamble.
In paragraph 24 of the Explanatory Report to the Convention, the UN Convention also refers to the Framework Convention for the Protection of National Minorities . [2]
