Born June 28, 1892 in Brussels . Graduated from Brussels University . He was a student of C. S. Sherrington . From 1939 to 1962 he was a professor of general pathology at the Brussels Free University .

Scientific work
The main scientific studies are devoted to the physiology of the nervous system.
- Under the guidance of Frederick Bremer, a number of works were carried out to study the background and induced electrical activity of the cerebral cortex and cerebellum.
- He developed and introduced the isolated brain method into a physiological experiment.
- 1936 - Using the method of an isolated brain, he established the important role of afferent impulses in maintaining the wakefulness state of the cerebral cortex.
- He determined the projection of the vagus nerve in the cerebral cortex.
- He showed that the cerebellum is involved in the regulation of muscle tone.
