In 1967 she graduated from Voronezh State University. Lenin Komsomol majoring in "Jurisprudence", in 1970 there she graduated from graduate school .

In 1973 she defended her thesis for the degree of candidate of legal sciences on the topic: "The control function in the activities of local Councils of Workers' Deputies and their apparatus."

Author of scientific papers on administrative and electoral law.

In 1967-1969 - Instructor of the organizational department of the executive committee of the Central district of the city of Voronezh.

In 1970-1990 - Lecturer, senior lecturer, associate professor of the Department of State Law and Soviet Construction of Voronezh State University.

In 1990-1993 - Deputy Chairman of the Voronezh City Council of People's Deputies.

In 1993-1994. - Deputy of the State Duma of the Federal Assembly of the Russian Federation of the first convocation from the block "Choice of Russia", member of the committee on legislation and judicial reform.

December 23, 1994 was appointed a member of the CEC of Russia by the State Duma of the Federal Assembly of the Russian Federation.

On March 15, 1999 she was appointed a member of the CEC of Russia as President of the Russian Federation, on March 24, 1999 she was elected Secretary of the CEC of Russia, on November 12, 2002 she was elected Deputy Chairman of the CEC of Russia.

On February 12, 2003, she was appointed a member of the CEC of Russia by the State Duma of the Federal Assembly of the Russian Federation; on March 26, 2003, she was elected Secretary of the CEC of Russia.

March 26, 2007 completed activities in the CEC of Russia in connection with the expiration of the term of office.
