Buyan ( Alb. Bujan ) is a community (municipality) of the Tropoja district of the Kukes region in Albania . The administrative center is the village of Buyan.

It is located in the northwestern part of the country in the border mountain zone of the current Albanian district of Tropoia, which during the Second World War served as a refuge for Kosovo partisans.
In 2013, 2,864 people lived here. In 2011, Albanians accounted for 93.65% of all residents.
The community includes: Bllatë, Bujan, Dojan, Gri, Gri e Re, Markaj, Lëkurtaj, Rosujë, Selimaj.
The venue of the famous Buyan Conference of the end of 1943-beginning of 1944, which recorded the creation of the National Liberation Council of Kosovo and the Dukagin Plateau. This conference in the village of Buyan, decided for the separation of Kosovo and Metohija , both from the future federal unit of Serbia , and from the entire Titan Yugoslavia . The first paragraph of the Buyan Resolution read:
“Kosovo and Metohija are a land inhabited mainly by the Shiptar people, who, as always, today want to unite with Shipnia (Albania). Therefore, we feel the obligation to indicate the correct path that the Shiptar people must go in order to realize their aspirations. The only way for the shiptars of Kosovo and Metohija to unite with Shipnia is a joint struggle, together with the other peoples of Yugoslavia, against the invaders and their minions. Since this is the only way to gain freedom, when all peoples, including shiptars, will be able to decide their fate with the right to self-determination, up to disconnection ”
