In accordance with the Law of the Lipetsk Region No. 114-oz “On Giving Municipalities in the Lipetsk Region the Status of an Urban District, Municipal District, Urban and Rural Settlement” dated July 2, 2004 ^{[2] the} Spassky Village Council is endowed with the status of a rural settlement.
