Vfla doping scandal

The doping scandal in the All-Russian Athletics Federation is an international scandal that began in 2015 and related to the accusations of Russian athletes of the massive use of doping .

After several preliminary stages during 2014-2015, the main part of the scandal erupted on November 9, 2015 after the publication of the report of the commission of the World Anti-Doping Agency (WADA) to investigate the activities of the Russian anti-doping agency ( RUSADA ). The report contained charges of massive and systematic concealment of the use of doping by Russian athletes [1] .

Based on the investigation, WADA recommended the International Association of Athletics Federations (IAAF) to disqualify the All-Russian Athletics Federation (VFLA) [2] , deprive the Moscow Anti-Doping Laboratory of their license, and also remove Russian athletes from competitions under the auspices of the International Athletics Federation [3] . The Commission also noted corruption within the International Association of Athletics Federations (IAAF). Evidence of this was transferred to Interpol for investigation. On June 17, 2016, the IAAF Council, based on the recommendations of WADA, upheld its decision to disqualify VFLA [4] .

Background

In 2014-2015, there was a doping scandal related to the Center for Olympic Walking Training in Saransk , following which the head of the Center, Viktor Kolesnikov, was disqualified and head coach of walkers Viktor Chegin resigned , a number of athletes were disqualified from RUSADA ( Sergey Kirdyapkin , Olga Kaniskina , Sergey Bakulin , Valery Borchin and Vladimir Kanaykin ) [5] .

On January 30, 2015, RUSADA disqualified the winner of the 2012 Olympics, Julia Zaripova and the all-around Tatyana Chernova, for doping . As a result of these scandals, on February 17, 2015, President Valentin Balakhnichev, who headed the VFLA, resigned [6] .

On December 3, 2014, the German television channel Das Erste ( ARD ) released a documentary investigation entitled “Top Doping Secrets: How Russia Produces its Winners” (Geheimsache Doping - Wie Russland seine Sieger macht). The main informants were RUSADA's former chief specialist Vitaly Stepanov and his wife Yulia Stepanova (Rusanova) , who was disqualified in 2013 for using doping [7] . Julia Stepanova spoke about the substitution of doping tests in Russian athletics. In the same program, the Russian runner Lilia Shobukhova spoke about how she bribed VFLA officials to participate in the Olympic Games despite violations of the anti-doping blood passport . [8] [9]

In June 2015, WADA published statistics on cases of doping violations by country [10] . According to data for 2013 (the year after the Olympics in London), Russia ranked second (after Turkey) in terms of disclosed violations [11] . As a result of the violations discovered, the IOC stripped the Olympic medals of seven Russian athletes [11] .

WADA Commission

An independent commission investigating the use of doping in Russia based on materials from the German television channel ARD was created by WADA in early 2015 on the advice of several national organizations [12] . The commission consisted of three people: the former president of WADA (1999-2007), a member of the IOC since 1978 and the former vice president of the IOC, Canadian Dick Pound (chairman of the commission), head of the Cybercrime Division of the Bavarian Criminal Police, Günter Younger ( German: Günter Younger ) and Canadian lawyer, member of the Court of Arbitration for Sport, Professor Richard McLaren, who investigated, in particular, the high-profile case of steroids in Major League Baseball in 2007 [13] . The main investigator from WADA was Jack Robertson, and the investigation team also included about 10 more people. The budget of the commission amounted to 1.5 million US dollars [14] .

The essence of the charges

A 323-page report [15] states that the investigation found repeated cases of doping by Russian athletes, as well as attempts to manipulate the results of doping tests by trainers (who often initiated the use of doping by athletes, supplying illicit drugs to their wards). Conclusions are made on the basis of audio and video evidence, scientific expertise, testimony [16] . The report considers corruption in the VFLA as a whole and in other Russian organizations related to athletics .

General information

In its report, the commission notes [16] :

  • Formed "doping culture"; during the investigation it turned out that a calm attitude to this phenomenon has a long tradition and is widespread at all levels of the sports system. The reluctance of the athlete to take part in the “doping mechanism” can lead to the fact that he will not be able to train with the best professionals and he will not be able to achieve major successes.
  • Exploitation of elite athletes for the sake of financial gain, and athletes themselves often agreed to take part in this. There are documented cases where athletes who refused to participate in this system faced the fact that they were not included in the Russian team to participate in international competitions.
  • Proven cases of athletes using doping: the report contains information on the constant and systematic use of doping by a number of Russian athletes. However, some athletes opposed the investigation of the commission.
  • Confirmed cases of involvement of doctors, trainers and employees of anti-doping laboratories in fraud: the report states that Russian doctors and / or laboratory employees along with the trainers systematically contributed to the concealment of doping by athletes. The report contains a case of deliberate destruction of 1400 samples by a Moscow laboratory after receiving a letter indicating WADA to save all samples.
  • Corruption at the IAAF : The document refers to cases of corruption at the International Association of Athletics Federations . The relevant evidence was handed over to Interpol for a detailed investigation, and the publication of this information was postponed to a later date.

RUSADA

A separate set of charges is brought against the Moscow anti-doping laboratory (part of the RUSADA structure) [16] :

  • RUSADA warned athletes in advance about doping tests and hid cases of athletes failing to examine. The agency also allowed suspended athletes to compete before the ban expired [1] [17] .
  • Grigory Rodchenkov, head of the RUSADA Moscow laboratory, is called an accomplice and accomplice in doping activities. Thus, as noted by the commission, the RUSADA Moscow laboratory flagrantly violated the rules and standards of the work of international laboratories.
  • The commission became aware that FSB officers were present in the laboratory in Sochi during the 2014 Winter Olympics and in Moscow, which, according to the commission, created an atmosphere of fear among the laboratory staff. The Commission claims that such interference by Russian authorities in the laboratory’s activities seriously undermines the independence of its work.

VFLA

According to the report, during the investigation it became clear how widespread the culture of doping in Russian sport was. In many respects, according to the commission, this is explained by the actions of coaches and officials, which can be regarded as criminal offenses . So, according to the commission, the trainers assured the athletes that doping is accepted everywhere around the world. At least two trainers have evidence and records proving that they participated in the supply of illegal drugs [16] .

According to the report, the Russian middle-distance runner Anastasia Bazdyreva categorically refused to cooperate with the commission; its trainer, doctor Igor Gubenko and and refused to cooperate with the commission on the Bazdyreva case. about. VFLA President Vadim Zelichenok . According to the report, the coaches tried in every possible way to prevent doping tests from athletes. The report provides audio and video evidence of the widespread use of doping. This is also confirmed by the testimony of witnesses [16] .

In the course of the investigation, the commission discovered corruption by the former head of the IAAF, Lamine Diak . Diak is suspected of receiving bribes from Russia for a total of € 1 million euros for refusing to prosecute Russian athletes convicted of doping. On November 4, 2015, Diak was arrested by the French police on charges of corruption, so the information on this part of the investigation was not included in the WADA report for procedural reasons.

The Commission concluded that systematic violations were committed in Russia, because of which it is impossible to talk about an effective anti-doping program in the country. The report notes that based on the information revealed, it can be argued that the VFLA, RUSADA and the Russian Federation as a whole do not follow the rules of the global anti-doping code. The Commission invited WADA to declare VFLA and RUSADA organizations not complying with the code [16] .

The commission suggested that WADA withdraw its accreditation from the RUSADA Moscow laboratory as soon as possible and dismiss its head. It is also proposed to suspend the activities of VFLA [16] .

The commission recommended the suspension of five Russian athletes and five coaches and doctors for life [18] .

McLaren Report

  • On July 18, 2016, the first part of the report of independent expert Richard McLaren was published, dedicated to investigating the testimony of the former head of the Moscow anti-doping laboratory Grigory Rodchenkov . The report stated that the Russian authorities (the Ministry of Sports with the help of the FSB ) have developed a way to replace “dirty” doping samples of Russian athletes with “clean” ones. As a result, according to McLaren, between 2012 and 2015, the results of tests of 643 athletes from 30 sports were rigged. The report was heavily criticized by Russian sports figures. In addition, a member of the IOC Executive Committee, Rene Fasel, told TASS that not all of the first part of the report is based on real facts: according to him, the samples of three athletes competing in shooting did not disappear, as the report says. In total, the document mentions 643 disappeared samples [64]
  • On December 9, the second part of McLaren’s report was published, stating that more than a thousand Russian athletes have been involved in doping test manipulations since 2011. For the first time in this context, the name of the former Minister of Sports of the country Vitaly Mutko is mentioned. According to the authors of the report, a large-scale sample swapping system began to be created in Russia in 2011, and the reason for this was the failure of the Russian team at the Olympic Games in Vancouver . The report claims that the manipulation of the doping tests was carried out already at the Olympic Games in London in 2012 , as well as at the World Athletics Championships in Moscow in 2013 . In the second part of the report, as in the first, it is stated that Russian officials from the Ministry of Sports, employees of RUSAD , the Moscow anti-doping laboratory, and the FSB participated in the manipulations. 2017

  • In November 2017, the Council of Founders of the World Anti-Doping Agency (WADA) decided not to restore the rights of the Russian Anti-Doping Agency (RUSADA). While upholding the decision on RUSADA, the founders of WADA noted the absence among Russian sports functionaries of "unconditional recognition of the conclusions from the McLaren report." [66]
  • By November 29, 2017 Russia for doping reasons lost 13 medals at the Olympic Games in Sochi [approx. 5] , moving to fourth place in the medal standings. A number of athletes are suspended from international competitions for life. [67] [68] [69]

Reaction in Russia

On November 9, 2015, in response to the accusations of the WADA commission, the Minister of Sports of the Russian Federation Vitaly Mutko said that Russia had never hushed up the problems with doping and that it was unlawful to accuse state structures of misconduct of individual athletes [2] . He also said that Russia could stop financing anti-doping programs in the country [70] [approx. 6] . On November 13, Mutko announced that he was not going to resign due to a doping scandal. He admitted that he was personally responsible for what happened [71] . On November 18, Vitaliy Mutko addressed the State Duma, where he stated that the facts presented in the report of the independent WADA commission were not collected according to the laws of the Russian Federation: they used hidden cameras and wiretapping [72] .

On November 9, 2015, the head of the FMBA of Russia Vladimir Uyba called the commission’s report a provocation designed to “provoke and compromise Russia” [73] . The head of the Moscow anti-doping laboratory, Grigory Rodchenkov, at the beginning rejected the accusations against him and called the authors of the WADA commission report “three fools” [74] . On November 10, Rodchenkov resigned from his post as head of the Moscow anti-doping laboratory; on the same day she was received by Minister Vitaliy Mutko. Later, Rodchenkov and his deputy Timofey Sobolevsky moved to the United States, where they were provided with laboratories [75] .

On November 10, the press secretary of the Russian president Dmitry Peskov called the WADA commission report unfounded [3] , and the former head of RUSADA Nikolai Durmanov called “complete nonsense” [76] . On November 11, Russian President Vladimir Putin instructed Vitaly Mutko to conduct his own investigation into the doping scandal and ensure the most open professional cooperation with international organizations [77] .

On November 18, Kristina Ugarova , included by the independent WADA commission on the list of athletes who were recommended to be disqualified for life, stated that Russian athletes were creating a union to defend their own rights; they are ready for defense in court with the support of the Moscow Bar Association [78] .

World Reaction
