Merkulov, Pavel Alexandrovich

Born on November 14, 1963 in the city of Oryol ^[1] .

He graduated from the Oryol Pedagogical Institute with a degree in history, social studies, the Soviet state and law (1985) ^[1] , the Oryol Agricultural Institute with a degree in academic agronomy (1992) ^[1] , and the Russian Presidential Academy of Public Administration with a degree in " lawyer "(1996), Russian Academy of National Economy and Public Administration under the President of the Russian Federation , master's degree in" State and Municipal Administration "(2017).

Doctor of historical sciences , candidate of philosophical sciences , professor , current state adviser to the Russian Federation of the 2nd class (decree No. 178 of February 4, 1999), current state adviser of the Oryol region of 1st class (order No. 25-rk of February 25, 2005) .

He is the author of more than 200 scientific and educational works (of which 27 are monographs; more than 170 articles in journals included in the list of leading peer-reviewed scientific journals and publications ; 13 textbooks and teaching aids, including those that have received the UMO stamp) ^[2] . His works are internationally recognized and published in Germany, Belarus and other countries near and far abroad.

The author and co-author of a series of scientific monographs on the life and work of I.G. Starinova ^[3] .

In 1985 - the commander of the Oryol zonal student squad, the regional committee of the All-Union Military Council of Young Communists.

In 1985-1987 he served in the ranks of the Soviet Army .

1987-1991 - instructor, head of the department of Komsomol organizations, first secretary of the Oryol Republic of Komsomol, Oryol region

1989–2014 - Member of the Board of the Oryol Regional Branch of the International Public Fund “Russian Peace Fund”

1991-1993 - first secretary of the regional committee of the Komsomol of the RSFSR , the regional organization of the Russian Youth Union of the Oryol region

2001 - First Deputy Governor of the Oryol Region , member of the Regional Administration Board

2001-2004 - Member of the Council of the Federation of the Federal Assembly of the Russian Federation from the Administration of the Oryol Region, was Deputy Chairman of the Committee on Defense and Security, member of the Commission of the Council of the Federation on the Rules and Organization of Parliamentary Activities, member of the Commission on the Methodology for the Implementation of the Constitutional Powers of the Federation Council ^[1]

He is one of the founders of the Oryol regional branch of the All-Russian political party United Russia .

2002-2007 - Secretary of the Political Council of the Oryol Regional Branch of the United Russia All-Russian Political Party .

2004-2006 - First Deputy Governor of the Oryol Region , member of the regional administration board, coordinated the implementation of national projects in the Oryol Region, curator of the departments of licensing, construction and housing and communal infrastructure, architecture, tourism, youth and sports, state architectural supervision and foreign economic activity.

2006-2007 - First Deputy Governor and Chairman of the Board of the Oryol Region, Head of the Department of Foreign Economic Relations of the Oryol Region, curator of foreign economic activity, entrepreneurship, interregional relations, tourism, physical education and sports.

2007-2009 - Deputy General Director for Strategic Issues of Development of the Company CJSC Holikon-Invest for Strategic Planning

2007–2016 - Member of the Oryol Regional Council of People's Deputies (two convocations). He was elected in the single-mandate constituency No. 1 of Orel, single-mandate constituency No. 17 of the Oryol region. He was a member of the United Russia deputy faction, was elected secretary of the political council of the Oryol regional branch of the All-Russian political party United Russia ^[1] He took part in the development of regional budget projects and legislative acts in the field of social infrastructure in the Oryol region. He developed and introduced for consideration the Oryol Regional Council of People's Deputies a number of the following socially significant draft federal laws: “On the Foundations of State Youth Policy in the Russian Federation”; “On the reimbursement of the costs of material support for children left without parental care and fully supported by the state”, as well as draft laws of the Oryol region: “On the basics of state youth policy in the Oryol region”; “On Amendments to the Law of the Oryol Region“ On the Honorary Citizen of the Oryol Region ”; "On state support for student groups in the Oryol region"; “On measures of social support for the Children of War in the Oryol Region”; "On state policy in the field of supporting compatriots abroad by state authorities in the Oryol region."

2009–2013 - Director of the branch of OJSC Gazprom Gas Distribution in the Oryol Region (until 2011 - the Oryol branch of OJSC Gazpromregiongaz).

2008–2011 - Head of the Oryol regional branch of “ Support of Russia ”.

Since 2010 - President of the Regional Public Organization “Federation of Modern Pentathlon of the Oryol Region”.

1996–2014 - Associate Professor at the Department of Political Science, State and Municipal Administration of the Oryol Regional Academy of Public Administration (at the present time in the Central Russian Institute of Management - a branch of the Russian Academy of National Economy and Public Administration)
