Zemsky post office of Krapivensky district

The Zemsky post office of the Krapivensky district of the Tula province functioned for three years - from January 1, 1870 to December 31, 1872 . During this period, 5910 zemstvo postage stamps were issued , the implementation of which continued after the abolition of zemstvo mail in Krapivensky district [1] .

Organization of Zemstvo post

The intention to organize a county post was set forth by the next meeting in the report of the Krapivensk Zemstvo Administration “On the Establishment of Zemstvo-Rural Post Office” dated September 13, 1869 [1] . At the same time, along with official correspondence, private transfer was also provided [2] :

 Individuals who send their simple correspondence by zemstvo mail to people living in the city of Krapivna or the county thereof, upon delivery, pay 3 kopecks from each letter or envelope . <...> 

According to the rules attached to the establishment, half of the proceeds from sending private correspondence had to go to the council to cover the cost of maintaining the mail, and the other to the volost clerks “for their work on this subject” [1] .

The meeting approved the report of the council and called for the establishment of postal services in the county and the introduction of postage stamps [1] .

The forwarding of correspondence by county by zemstvo mail was opened on January 1, 1870, as indicated in the report of the assembly council in 1870 [3] .

Zemstvo post stopped its work after three years [1] . In 1872, the assembly decided [4] :

 The Zemsky post office should be abolished, and instead hire a mail dispatcher to transport the correspondence of the council. 

However, this method of shipment did not last long [1] . On September 28, 1880, the post of the mailing postman was canceled and, as before, they began to forward the correspondence of the council to the volost departments and to various persons through the police [5] .

Issues of Zemstvo marks

As noted in the report of the 1870 council, the following organizational work was done on the publication of zemstvo marks [3] :

 The stamp for stamp printing was purchased for 10 rubles . Of all brands, 5910 pieces were made, of which 120 pieces were transferred for proper use to volost boards, and the rest are under control ... 

Stamps were made using a manual stamp . In this case, paper of different grades was used, and prints were made with blue-green paint of various colors [1] .

As appears from the report of the council [3] , stamps in the amount of 5910 pieces were printed immediately or almost immediately [1] [6] . The first 25 sheets of 120 stamps each were made by January 1, 1870. Of these, 23 sheets were sent to volost boards. Subsequently, stamp sheets of a different format were printed - 180 pieces each. When the government published a report of July 1, 1870, the entire circulation of stamps was already printed. Early catalogs mistakenly claimed that stamps were issued in 1871 [1] .

After the abolition of mail

After the cancellation of the zemstvo post, the Krapivensky district government requested all the rural municipality boards to return by February 1, 1873, “the remaining zemstvo stamps, books and money received through the sale of zemstvo stamps ...” [7] .

According to the reporting documentation of volost boards, in 1870 325 marks were sold in all 23 volosts in the amount of 9 rubles 75 kopecks , and in 1871-1872 in 16 volosts - 711 marks in the amount of 21 rubles 33 kopecks. Of the seven boards, the data for the last two years of the turnover of stamps were not received in full, therefore, as stated in the report of the board of directors in 1874, “it was impossible to correctly record the sale of stamps” [1] .

In total, over three years, through the volost boards, 1,036 marks were sold in the amount of 31 rubles 8 kopecks. Of these, 15 rubles 54 kopecks (50%) went to the council, and the rest went to pay for the work of clerks [1] .

In the reports of the council in the period from 1876 to 1888, there is information about the sale of the remains of stamps “from the abolished zemstvo mail” to collectors and merchants [1] .

In total, from 1870 to 1888, the council received 146 rubles 16 kopecks from the sale of stamps. If we add here 15 rubles 74 kopecks accrued by the volost clerks, the amount will be 161 ruble 70 kopecks, which corresponds to 5390 stamps out of 5910 printed by the government. The fate of 520 marks remains unknown, but most likely they were sold to merchants at a discount of face value [1] .

Recent financial statements do not record stamp revenues. But since 1908, references to them can again be found in the column “Random Income”. In this case, we are talking about income not from stamps “remaining from the abolition of mail”, but “from the sale of samples of postage stamps” [1] .

In 1908-1914, revenues to the council amounted to 14 rubles 28 kopecks - from Hesse, Kerber, Scherbinovsky, Eichental and others. The "samples" sold were remake marks. They were made with violet, black and gold mastics on various papers and sent out by the council at the request of collectors and traders [1] .
