Biography
Born September 28, 1948 in Tubao, Philippines. From the age of 11 he studied in a small seminary, which was led by priests from the congregation of the Immaculate Heart of Mary.
March 17, 1976 was ordained a priest to serve in the monastic congregation of the Immaculate Heart of Mary. He served on a mission in Taiwan, where he worked for 15 years.
In 1991, Mongolia established diplomatic relations with the Vatican and requested that its representatives be sent to the country. In 1992, Venceslao Padilla, along with two monks - brothers of the congregation, went on a mission to Mongolia. The first Catholic services were held in private homes in Ulaanbaatar and European embassies. On April 19, 1992, he was appointed Holy See as the superior of the mission sui iuris Urgi. During his activities in Ulan Bator, he founded three Catholic parishes in the city.
On July 8, 2002, Pope John Paul II transformed the mission of sui iuris Urga into the Apostolic Prefecture of Ulaanbaatar and appointed Venceslao Selga Padilla as its prefect. On August 2, 2003, he was appointed titular bishop of Tarros. John Paul II planned to ordain Venceslao Apdilla during his state visit to Mongolia, but due to health reasons he postponed the trip [2] . On August 29, 2003, in the Cathedral of the Holy Apostles Peter and Paul in Ulaanbaatar, Veseslao Selga Padilla was ordained bishop, who was prefect of the Congregation for the Evangelization of Peoples, Cardinal Deacon Crescenzio Sepe , accompanied by the Apostolic Nuncio in Mongolia and the Bishop -Fernando Antonio Realubin Tobias.
The motto of Bishop Vinceslao Padilla, which he chose for himself before the ordination, was the phrase from the Gospel of Luke “The Light for the Enlightenment of the Gentiles” (Lk 2.32).
Vinceslao Selga Padilla was a bishop of 21 Catholic priests, 60 monks, six parishes (the parishes of St. Peter and Paul, the Blessed Virgin Mary, St. Sophia and the Good Shepherd in Ulan Bator, the parish of the Blessed Virgin Mary in Darkhan and the parish of the Blessed Virgin Mary of Mercherd ) , and about 500 Mongolian Catholics (data for 2009).
