Biography
Born in 1906 in the city of Yeysk of the Russian Empire, now the Krasnodar Territory. Before serving in the army, he worked as a fireman at a flour mill in a. Stavrov of Odessa region [1] .
Military Service
The interwar period
August 25, 1925 voluntarily entered the Odessa Infantry School. Member of the CPSU (b) since 1926. After its completion in September 1928 he was sent to the 33rd Infantry Regiment of the 11th Leningrad Infantry Division of the Leningrad Military District, where he served as commander of the infantry and training platoons, infantry and training companies. With the reorganization of the division into the 11th mechanized corps, in January 1934 he was appointed commander of the 1st training company of the 34th mechanized brigade. Since April 1934, he commanded a rifle company in the 33rd rifle and machine gun brigade of the same corps in Leningrad. From March 1935 - pom. chief, then chief of staff of the battalion, from February 1938 - pom. Chief of the 1st (operational) unit of the brigade headquarters as part of the 11th, then the 7th mechanized corps. In May 1938, Captain S. I. Portnov was appointed commander of the rifle and machine gun battalion of the 33rd rifle and machine gun brigade. October 11, 1938 was discharged to the reserve. On February 9, 1939, he was reinstated in the personnel of the Red Army and was appointed commander of the battalion of the 274th Infantry Regiment of the 24th Samara-Ulyanovsk Iron Rifle Division of the LVO. Since August 1939 - Chief of Staff of the 168th Infantry Regiment of the same division. He participated in the Soviet-Finnish War of 1939-1940. He was awarded the Order of the Red Banner by decree of the USSR PVS of April 25, 1940. In October 1940, the division was transferred to ZAPOVO (Volozhin city) [1] .
World War II
With the outbreak of war, the division of the 21st Rifle Corps of the Western Front entered into defensive battles in the area of Lida and firmly held the line of defense until June 29, 1941. Then it fought surrounded in the Minsk Ura. Having traveled 700 km through the rear of the enemy, its remnants on July 17 left the encirclement in the area of Mozyr. After that, the major was appointed chief of the operational department of the headquarters of the 67th Rifle Corps, which, as part of the 21st Army of the Western, Central (since July 26) and Bryansk (since August 25) fronts, conducted defensive battles near Rogachev and Zhlobin. Since September 6, 1941, the corps in the army was transferred to the South-Western Front and participated in the Kiev defensive operation. Since September 29, Portnov has been appointed head of the operational department of the Kharkov defense group. On December 12, he took office as deputy. chief of the operational department of the headquarters of the 61st Army of the South-Western Front and participated with her in offensive operations in the Bolkhov and Oryol directions. Then her troops in the Bryansk (from December 24) and Western (from January 13, 1942) fronts fought defensive battles south and south-west of Belev, covering Kaluga and Tula directions. At the end of February 1942, Portnov was sent to the Siberian Military District in the city of Krasnoyarsk, where on March 1 he took command of the 318th Infantry Division. From June 2, 1942 to April 11, 1944 he was on a government business trip on special assignment of the General Staff of the Red Army in China. Upon his return, he was placed at the disposal of the 11th Guards Army of the 3rd Belorussian Front as chief of staff of the 1st Guards Rifle Division. Participated with her in the Belarusian, Minsk and Vilnius offensive operations. After the completion of the latter, from August 4 to September 10, Lt. Col. Portnov temporarily commanded the 1st Guards Rifle Division. In October, he was transferred to the post of head of the combat training department of the 11th Guards Army. Participated with her in offensive battles on the outskirts of East Prussia, from January 1945 - in the Insterburg-Koenigsberg offensive operation. During the latter, in the Koenigsberg region on January 30, 1945, he was seriously injured by shrapnel and was treated at the hospital until October [1] .
Post-war time
In October 1945, after being cured, Colonel Portnov was appointed head of the university department of the Special Military District (Koenigsberg). In March 1946, the district was transformed into the 11th Guards Army as part of the Military Military District, and Portnov was confirmed in it in his former post. Since December, he served as senior combat training officer of the military combat and physical training department of the army. From December 1948 to February 1950, he studied at the advanced training courses for commanders of rifle divisions at the Military Academy named after MV Frunze, then was appointed chief of staff of the 26th Guards Rifle East Siberian Gorodok Red Banner Order of the Suvorov Division in Gusev. Since May 1954 - Chief of Air Defense of the 11th Guards Army of the Baltic Military District. March 25, 1959 was discharged to the reserve. By a decree of the President of the Russian Federation dated December 31, 1996, Major-General retired Portnov was awarded the Order of Zhukov [1] . He died on August 10, 1997, in Ulyanovsk.
