Biography
Born in 1848 in Kuikuyyo . He was elected to the Paraguayan Parliament in 1881, and for the next nine years was a member of his lower house; in 1887, took part in the founding of the Colorado party . When in 1890, Juan Gualberto González was elected president of the country, Marcos Antonio Morinigo became vice president with him.
In the summer of 1894, under pressure from the military, Congress ousted President Gonzalez from power, and Vice President Morinigo became president until the end of the term for the election of Gonzalez. During his short presidency, a treaty with Bolivia was signed (but not ratified) and a civil guard corps was created.
In 1895 he was elected to the Senate.
