Oscar Paes Garcete ( Spanish: Oscar Páez Garcete , September 19, 1939 , Loreto, Paraguay - March 29, 2016 , Concepcion , Paraguay) - Catholic prelate , first bishop of San Pedro from June 5, 1978 to July 10, 1993 and the fourth bishop of Ciudad del Este from July 10, 1993 to February 56, 2000.

Biography
Born September 19, 1939 in the village of Loreto, Paraguay. He studied theology and philosophy at the Higher Theological Seminary of the Assumption of the Virgin Mary in Asuncion . December 23, 1961 was ordained a priest .
He studied at the Pontifical Gregorian University , where he defended the degree of a licensee in theology. He graduated from specialized courses in religious sociology at the University of Leuven. After returning to Paraguay in 1962, he taught at the elementary seminary in Saladillo. In 1963 he was appointed secretary of the diocese of Concepcion.
On June 5, 1978, Pope John Paul II established the new diocese of San Pedro and appointed Oscar Paes Garcet as its first bishop. On August 19, 1978, the ordination was performed by the titular Archbishop Ipres and the Apostolic Nuncio in Paraguay, Joseph Mees, accompanied by Concepcion and Chaco Anibal Marisevich Fleitas and Bishop Kaakupe Demetrio Ignacio Akino Akino .
On July 10, 1993, he was appointed Bishop of Alto Parana (today the Diocese of Ciudad del Este).
From 1994 to 1999, he chaired the Conference of Catholic Bishops of Paraguay .
February 5, 2000 resigned.
Died March 29, 2016 [1] .
