Biography
Born on August 22, 1924 in the village of San Pedro de Iquamandia, Paraguay. November 28, 1948 was ordained a priest to serve in the archdiocese of Asuncion.
On July 25, 1978, Pope John Paul I appointed Carlos Milciades to Villalba Aquino as bishop of San Juan Bautista de las Misiones. On September 3, 1978, he was ordained a bishop by the apostolic nuncio in Paraguay and the titular archbishop Ipres Josef Mees, accompanied by the bishop of Concepcion and Chaco Anibal Marisevic Flaitas and the titular bishop of Utimmira Jorge Jolomos Carlos Adolfo Carol.
July 22, 1999 resigned.
He died on January 8, 2016 [1] .
