Biography
Born in the family of an employee.
In 1941 he entered the correspondence course at the Faculty of Economics of the Novosibirsk Trade Institute .
In 1948 he graduated from high school and began teaching.
In 1954 he defended his thesis , becoming a candidate of economic sciences.
In 1965 he became the first doctor of economic sciences and a professor in the field of political economy in the city of Novosibirsk.
Institute Founder
In 1966, the Council of Ministers of the RSFSR decided to organize the Novosibirsk Institute of National Economy (NINH). For the post of rector, one of the few doctors of economics in Novosibirsk, the regional committee of the CPSU, chose V. A. Pervushin. He was summoned to Moscow, where on May 19, 1967, at a meeting of the board of the Ministry of Higher and Secondary Specialized Education of the RSFSR, he was confirmed in office and sent to Novosibirsk.
Viktor Aleksandrovich created the institute “from scratch”: “the ministry did not give me any concrete instructions on how new universities are“ made ”. I knew only what they represent and how long existing universities work. ... When I returned to Novosibirsk, I had no room, no staff, not even a corner stamp to write some paper. I went to the regional committee of the CPSU and they advised me to contact the secretary of the regional party committee who was in charge of the industry (for which the institute was supposed to train cadres) Nikolay Kirillovich Dybenko . ”
He was allocated the unfinished building of the training center of the former Sovnarkhoz, and for the first time the newly emerged institute was located in the wide corridor of the Gossnab building, where there were two tables - rector V. A. Pervushin and the first employee accepted by him - accountant L. N. Poligin.
The new institute was transferred with the entire staff of the Novosibirsk branch of the All-Union Correspondence Financial and Economic Institute , which did not have its own premises. 300 graduates of the branch in early 1968 and became the first graduates with diplomas NINH.
However, the building allocated to the institute was ready only by the end of 1968, and the first student recruitment classes were held in a large wooden building of the former kindergarten.
Due to the absence of professors, Pervushin, under his responsibility and with a categorical refusal of permission from the ministry, created the necessary departments without professors.
Until 1974 he held the post of rector.
