In the qualification round, 25 national teams were divided into 8 groups (seven groups of three teams, one group of four). The tournament draw system was round-robin (“Olympic”), eight strongest teams were revealed in groups, which then revealed the strongest in two-match matches.
The USSR national team became the winner of the championship for the first time.
