Member of the Central Audit Commission of the CPSU (1976-1986), candidate member of the CPSU Central Committee (1986-1989), member of the CPSU Central Committee (1989-1991). People's Deputy of the USSR (1989-1991).

Biography

Parents: father - Falin Mikhail Mikhailovich (1899-1970); mother - Falina Vera Vasilievna (1904-1992). Wife - Falina Nina Anatolyevna (b. 1955).

In 1930, the family moved from Leningrad to Moscow - at the new place of work of his father, a Soviet trade union worker.

In 1940, after graduating from seven classes of a secondary school, V. Falin entered the Moscow Special Artillery School No. 5.

Since 1941, together with his parents in evacuation in the Perm region. In 1942, the family returned to Moscow, Valentin Falin became a student turner at the factory "Red Proletarian", works as a mechanic and turner until August 1945.

He graduated from MGIMO (studied in 1945-1950), after which he was an employee of the Soviet Control Commission in Germany (GDR).

In 1952-1958, he worked in the Information Committee under the USSR Ministry of Foreign Affairs : senior assistant, assistant, senior assistant, deputy head of department. The Committee’s analytical center studied the materials received through the Ministry of Foreign Affairs, intelligence, and through open channels — analytical notes on a variety of topics were prepared for the country's leadership and, above all, for the secretariat of I.V. Stalin .

In 1953, after the death of I. Stalin, Valentin Falin joined the CPSU , for some time he worked in a group of young expert analysts, created on the instructions of L.P. Beria .

Since 1958 - after the dissolution of the Information Committee, he transferred to the position of referent in the newly created Information Department of the Central Committee of the CPSU.

In 1959 he joined the USSR Foreign Ministry system: adviser, deputy department head, since 1961, head of the third European Department, member of the board of the ministry. Until 1963, inclusively, he was preparing the texts of speeches and speeches by N. S. Khrushchev . In 1964, he leads the group of advisers to the Minister of Foreign Affairs of the USSR A. A. Gromyko . In 1966-1968 he headed the 2nd European (British) department, and in the fall of 1968 - the 3rd European (German) department of the Ministry of Foreign Affairs. According to the characteristic of Julius Kvitsinsky , “V. M. Falin is one of our most talented diplomats of that period ” [1] .

In 1971-1978 - Ambassador Extraordinary and Plenipotentiary of the USSR to the Federal Republic of Germany .

In 1978-1982 - First Deputy Head of the Department of International Information of the CPSU Central Committee;

In 1983-1986, he was a political observer for the Izvestia newspaper; during these years, in his own words, he “was in disgrace” [2] . Doctoral dissertation "Conflicts of interest in the anti-Hitler coalition" [2] .

From 1986 to 1988, he was chairman of the board of the Novosti Press Agency (APN) and one of the organizers of events dedicated to the celebration of the 1000th anniversary of the baptism of Russia [3] .

In 1988-1991 - head of the International Department of the CPSU Central Committee .

In 1990-1991 - Secretary of the CPSU Central Committee.

In 1992 he moved to Germany, where, at the invitation of the famous German politician Egon Bara, he worked as a professor of history at the Institute for the Study of Peace and Security ( German Institut für Friedensforschung und Sicherheitspolitik ) at the University of Hamburg .

In 2000 he returned to Russia, continued to give lectures at MGIMO . He lived in Moscow.

In 2010, he was thanked by the President of the Russian Federation [4] .

October 15, 2011 headed the expert council of the international committee of the movement "International Russia" ONF [5] .

He died on February 22, 2018 in Moscow at the 92nd year of his life [6] . He was buried at the Troekurovsky cemetery [7] .
