He occupied the Department of Constantinople twice: from 1266 to 1275 , then from 1282 to 1283 . Opponent of the union with Rome.

When, in 1274, Emperor Michael VIII Paleolog , for political reasons, decided to enter into a union with the Roman Church and recognize the primacy of the Roman high priest , Patriarch Joseph opposed. Nevertheless, at the cathedral in Lyon, representatives of the emperor and the Catholic clergy concluded a church union . Joseph, by the will of the emperor, was deposed and in his place was put John Vekk who supported the union.

After the death of the emperor in 1282, the patriarch-uniate was removed from the pulpit and the union, which did not receive support among the Orthodox population of the empire, ceased to exist. Joseph was restored to the pulpit. The new emperor Andronic II convened a council, which recognized the union as invalid.

Patriarch Joseph died in 1283.
