Biography
He graduated from the University of Missouri . During the civil war he served in the army with the rank of captain.
Political career
- Member of the US House of Representatives from 1873 to 1877
- US Secretary of War in 1891-1893
- Member of the United States Senate from 1895 to 1911.
Memory
The town of Elkins was named after him.
