Medical Information System

Medical Information System ( MIS ) is a document management system for medical institutions that combines a medical decision support system, electronic medical records about patients, digital medical research data, data on monitoring the patient’s condition from medical devices, communication tools between employees , financial and administrative information [1] [2] [3] .

MISs usually use the HL7 data transfer standard, Health Level 7, which describes the procedures and mechanisms for the exchange, management and integration of electronic medical information [4] [5] [6] [7] .

Content

Specificity

  • Patient orientation: the core of MIS are patient records.
  • Increased developer responsibility [8] .
  • Integration of administrative, medical and financial information.
  • Integration with specific types of equipment.
  • Integration with a laboratory information system.

Classification

MIS can be classified according to the direction of the medical institution:

  • MIS for hospitals
  • MIS for clinics and outpatient clinics
  • MIS for dental clinics
  • MIS for sanatoriums (medical institutions)

MIS in Russia

In Russia, “Requirements for the Medical Information System of a Medical Organization” have been developed, including [9] [10] :

  • IIA architecture requirements;
  • decomposition of MIS into functional subsystems;
  • a description of the possible options for the IIA
  • technical requirements for subsystems.

Also in 2008, by order of the Ministry of Communications of the Russian Federation , a federal standard medical information system (MTIS) was developed as part of the Electronic Russia program, containing configurations for a polyclinic, hospital, ambulance, multidisciplinary institution and territorial health management body [11] .
