Lovchev, Vladimir Mikhailovich

In the fall of 1986, he joined the Kazan city sobriety club "Phoenix". ^[2]

In 1986 - 1988, he was an instructor in the Tatar Republican Council of the All-Union Voluntary Society for the struggle for sobriety (VBOBT). In 1988 - 1990 - Deputy Chairman of the Volga District Council of the All-Russian Special-Purpose Economic Development Bank ( Kazan ). ^[3]

On January 26-27, 1991, he took part in the Moscow meeting of the initiative group for the creation of the Independent Temperance Association (hereinafter referred to as the MNAT), which is a collective member of the International Organization of Humanism and Sobriety (IOGT) - International Organization of Good Templars (IOGT) ^{[ 4] [5]} .

V. M. Lovchev is a participant in a number of regional, Russian and international sobering seminars, colloquiums, conferences and congresses.

The delegate of the IOGT World Congresses is the IOGT: the 64th ( Ostersund , Sweden , 1998 ), the 65th ( Eastbourne , Great Britain , 2002 ) ^[3] and the 66th ( Basel , Switzerland , 2006 ) ^{[12] [13 ]} .

In the early 2000s, V. M. Lovchev was one of the initiators of the ban on holding the so-called “beer festivals” held in the center of Kazan . ^[14] As a result of the protest actions organized by the MNAT, with the support of other public organizations, “beer festivals” were a thing of the past and the “Raki” beer plant, located near the Kazan Kremlin, was demolished for many years and has been a symbol of commercial alcoholization of the population. ^{[15] [16] [17]}

The idea of ​​a series of “anti-beer” actions was born and began to be implemented in 2002 . Then many residents of the city of Kazan were outraged that just before the final exams in the city were going to hold the so-called Beer Day. Thanks to the initiative of the International Independent Sobriety Association (MNAT, Chairman V. Lovchev), Beer Day was canceled. Since 2003, the draft anti-beer campaign “There is an alternative to a beer mug” has been annually implemented with the support of creative and sports teams of the city, preventive organizations (MNAT, PF City Without Drugs, the Vybor drug prevention center, the Windrose rehabilitation center, and the city narcological dispensary )

V. M. Lovchev is the initiator and organizer of the revived “Feast of sobriety” ^{[18] [19] [20] [21]} , scientific and practical teetotal readings on the Kazan teetotal movement, which have been held in Kazan since 2010, as well as numerous teetotalers exhibitions in the Museum of E. A. Boratynsky and the House-Museum of Academicians A. E. and B. A. Arbuzov in Kazan . ^{[22] [23] [24] [25] [26]}

Of those cities that revived the feast of sobriety, Kazan was in the forefront. In fact, it even sounds somehow strange: a feast of sobriety. But in Russia, everything is not like human beings: a living corpse, hot snow, a feast of sobriety ... However, several years have passed, and now no one is surprised at the strange name of the holiday. Representative people gather in the central part of the city and discuss the problems of sobriety. And this is quite normal.

In 2013, he spoke in favor of the revival of the sobering-up center , provided that clear job descriptions for the police were developed with regard to sending citizens to them. ^[27]

In close cooperation with other public organizations, the MNAT, led by V. M. Lovchev, holds actions in defense of historical and cultural monuments. In particular, he was one of the initiators of the revival of the Museum-Estate of Leo Tolstoy in Kazan , which helped draw the attention of the authorities to this problem. ^{[28] [29]}

A special place in the activities of V. M. Lovchev is played by the popularization of the pre-revolutionary sobering heritage and, first of all, the Kazan Society of Sobriety ^{[30] [31]} and its most famous figures - A. T. Solovyov and Professor N. F. Katanov .

Due to the active position of the MNAT, headed by V. M. Lovchev, in 2005 the School Lane in Kazan, in which NF Katanov lived for a long time, was renamed Katanovsky. ^{[32] [33] [34]}

Public activity of V. M. Lovchev is highly appreciated both in the Russian Federation itself and abroad, as evidenced by positive publications in the Russian media ^{[35] [36]} and the replication of the experience of Kazan teetotalers in other regions of the country.

“With the Kazan teetotalers and the chairman of the MNAT — the Kazan historian and well-known social activist Vladimir Mikhailovich Lovchev — we have been closely communicating and maintaining many-sided contacts since 2000 ,” activists of the temperance movement from Khakassia noted in 2007. “From the capital of Tatarstan, Askizians regularly receive the newsletter Phoenix and the appendix to it, entitled“ Euphoria, ”which are of great help to us in public work, published by the MNAT with the support of the Kazan Public Foundation“ Choice ”. ^[35]

In 1983, V. M. Lovchev defended a dissertation for the degree of candidate of historical sciences on the topic “West German bourgeois historiography of the Great French Revolution” ^[37] , in 2013 - a dissertation for the degree of doctor of historical sciences on the topic “Alcohol and anti-alcohol traditions in European culture: formation and modern sociocultural practices ” ^[38] .

Since 1988 - teacher, then assistant professor of the department of humanitarian and socio-economic disciplines of the Kazan Higher Military Command School.

Since September 2010 - Associate Professor, currently Professor ^{[39] of the} Department of Social and Political Conflictology of Kazan National Research Technological University . ^[one]

He teaches courses: “Environmental Conflicts”, “Conflicts and Deviations in the Youth Environment”, “Methods of Teaching Conflictology in Higher Education”, “Regional Conflictology”, “Ethnographic World Map”, “ Conflictology of the Spiritual Sphere”, “Intercultural Communications and Conflicts”. ^[one]

His main research interests include the socio-cultural conflict of pro-alcohol and non-alcohol traditions, the history of the French Revolution, the experience of foreign movements in the field of public health and its adaptation to the conditions of the CIS, the role of psychoactive substances in ancient culture.

Author of more than twenty books and brochures and more than one hundred articles, including the study “Alcohol in European Culture” ( Moscow , 2012 ) ^[40] , a two-part textbook (co-authored with A. L. Salagayev ) ^[39] “Social Deviations in the Youth Environment: A Conflict Approach” ( Kazan , 2011 ) ^{[41] [42]} , monographs (co-authored by V. E. Utkin) “Anti-drug education of young people of military age and cadets of military universities using foreign and domestic fiction ”( Kazan , 2009 ) ^[43] .

In the study of V. M. Lovchev, “Alcohol in European Culture”, the main mechanisms of introducing behavior patterns related to the consumption of alcohol and other psychoactive substances into European culture are examined, the dialectics of the interaction of pro-alcoholic and non-alcoholic traditions in European culture from classical antiquity to the present is analyzed. The monograph also examines the influence of European alcohol traditions on Russian culture.

The monograph “Alcohol in Russian Culture (Conflictological Aspect)” ( Kazan , 2013 ) discusses the main mechanisms for introducing into the Russian culture behaviors associated with the consumption of alcohol and other psychoactive substances, analyzes the dialectics of the interaction of pro-alcohol and non-alcohol traditions in Russian culture from Ancient Russia to the present day. The monograph also examines the impact on Russian culture of European alcoholic traditions. ^[44]

In 2015, the Common cause public organization recorded a video clip with the participation of V. M. Lovchev on the topic "Why did Prince Vladimir choose Christianity?" ^[45]

V. M. Lovchev is the editor of the central press organ of the MNAT - the newsletter of the MNAT Phoenix ^{[46] [47]} , which has been published in Kazan since 1991, as well as its appendix Euphoria ^[48] .

In 1998, for editing Phoenix, he was awarded the International Drug Committee Prize. ^{[2] [3]}
