Biography
From an early age he remained an orphan, raised by his grandmother in Tambov, where he studied at a boarding school, in 1970 he graduated from high school No. 29 [1] .
In 1974 he graduated from the Faculty of History and Philology of the Tambov State Pedagogical Institute [2] . Since 1973, as a student, he was elected second secretary of the Leninsky district committee of the Komsomol, since 1976 he worked in the propaganda department of the Leninsky district committee of the Komsomol.
In 1981 he graduated from graduate school at the Department of History of the CPSU Pedagogical Institute, defended his thesis. He worked there as a teacher, dean of the Faculty of History (1981-1983, 1987-1990) [2] . From 1983 - Secretary of the Party Committee of the Institute [1] , in 1984-1986 - Deputy Head of the Department of Propaganda and Agitation of the Tambov Regional Party Committee [2] .
In 1989-1992 he headed the Tambov movement for democracy, was one of the organizers of the Memorial society in Tambov [2] .
In February 1992, he was appointed head of the administration of the city of Tambov [1] . Created Social Assistance Centers in Tambov, contributed to the creation of the House of Mercy, an orphanage, creative groups (“Rainbow Colors”, “Inspiration”, “Romantics”, the chamber choir named after S. V. Rachmaninov, “Russian Romance”), the opening of the monument Archbishop Luke and naming him of the 2nd City Hospital [1] . During his leadership of the city, the Victory Park was founded, committees for the protection of human rights and protection of consumer rights were created, the tradition of honoring school medalists with the city administration was established [3] . He assisted in the restoration of activities in Tambov of various faiths [4] .
At the same time in 1996-1998 - the representative of the President of the Russian Federation in the Tambov region [2] ; He was a member of the Council on Local Government under the President of the Russian Federation [5] .
Died after a long illness. He was buried at the Vozdvizhensky cemetery of Tambov on February 14, 1998 [1] [6] .

His son was caught in Germany with drugs. Germany demanded a fine from his father, after which Valery Nikolaevich Koval took money from a pension fund to pay a fine.
Memory
The name of V. N. Koval was assigned to the children's clinic No. 3 of Tambov, where a corner of Memory was created [1] .
On the house in which V. N. Koval lived, a memorial plaque was installed [1] .
