Biography

In 1938 he graduated from the Law Faculty of the , and taught constitutional law for several years as a professor.

In 1948 he was elected a member of the Constitutional Conference on the Amendment of the Constitution of 1853 (a new version of the Constitution was adopted in 1949 ). After his overthrow in 1955, President H. D. Peron entrusted him with his legal defense in numerous allegations of corruption. He was an active member of the Industrialist Party , for 3 years he was its general authorized representative, who expressed the views of the moderate wing of the party.

In 1973-1976 - Senator, in 1973-1975. - Deputy Chairman of the faction of the party in the Senate. July 11, 1973-1976 - Chairman of the Senate, Chairman of the Senate Foreign Affairs Committee.

In 1975-1976 - Chairman of the Latin American Parliament .

September 13 - October 16, 1975 , as chairman of the Senate, was the acting president of the country during the leave of President Maria Estela Martinez de Peron . During his brief tenure, he signed two controversial edicts that created the National Security Council, consisting of the president and military leaders and allowed the continuation of military action against guerrilla groups.

In 1983 he ran for the presidency of the Industrialist Party and took second place, receiving 39.9% of the vote.

In 1989-1990 - Minister of Defense in the government of President Carlos Menem . After the government crisis in January 1990, he was appointed ambassador to France (he acted until 1993). Since 1995, he represented the state on the board of the country's largest energy company YPF ( Yacimientos Petrolíferos Fiscales ).

Author of several books.
He died from the complications of Alzheimer's disease.
