Criminal Cases 2010–2017 and Library Closure
The former director of the library, Natalya Sharina, in July 2017 said that the library was under the supervision of state structures [1] . From 2007 to 2010, the writer Sergey Sokurov worked in the library, which was sent from the curator of the relevant authorities [1] . According to Sharina, Sokurov appeared at the workplace several hours every two weeks [1] . After Sharina fired him to reduce staff, Sokurov wrote a denunciation, accusing the library director of distributing extremist books [1] . In December 2010, two searches were conducted in the library as part of the case under art. 282 of the Criminal Code of the Russian Federation, removal of books [2] , a statement by the Ministry of Foreign Affairs of Ukraine with a call to preserve the library [3] . The criminal case was discontinued in July 2011. [4]
A certain Bogdan Bezpalko worked as deputy director of the library for public relations. Sharina and library employee Tatiana Muntean accused Bezpalko of beating [1] . The case was considered from October 2011 to June 2013 and was discontinued on a formal basis - the lateness of the lawyer to the court hearing [1] . Bezpal'ko was dismissed for absenteeism, because after beating his colleagues he did not appear at work for 4 months [1] . Later, Sharina expressed the opinion that Bezpalko was “looking” from the center to counter extremism [1] .
On October 28, 2015, searches were conducted in the library as part of the case under art. 280 and art. 282 of the Criminal Code. The director of the library, Natalia Sharina, has been detained. The criminal case was initiated upon the application of Dmitry Zakharov, a deputy of the Council of Deputies of the Yakimanka Municipal District [5] . A former employee of the library, the writer Sergey Sokurov , who, according to Natalia Sharina, initiated the initiation of a criminal case, participated in the investigative actions [4] . On October 30, the court placed Natalia Sharina under house arrest [6] . Under house arrest, she spent 1 year and 7 months, and in June 2017, the Meshchansky District Court of Moscow sentenced Sharin to 4 years of imprisonment with a probation period of 4 years [7] .
A petition on behalf of members of the Russian PEN Center entitled “Stop the pogrom of the Ukrainian library”, stating that “persecution of the library staff in such a rough form is a form of repression for political reasons,” and demanding the immediate cessation of these repressions, was signed by Konstantin Azadovsky , Svetlana Aleksiyevich , Alexander Gelman , Boris Grebenshchikov , Sergey Parkhomenko , Lev Rubinstein , Victor Shenderovich and other writers and journalists [8] [9] .
2016 - announced the imminent closure of the library. According to the decision of the Moscow Government dated September 20, 2016, the funds of the Library of Ukrainian Literature should be transferred to the Center for Slavic Cultures, created at the end of 2016 at the library of foreign literature named after Rudomino [10] . As of July 2017, the library exists, funds are being transferred [1] .
The library of Ukrainian literature in Moscow will not be closed, said Alexander Kibovsky, head of the Moscow Department of Culture, in an interview with the Russian News Service.
“I don’t know where such apocalyptic plans come from. This library is the only one in our network that has such a national aspect. There are no plans to dismiss or reduce someone, ”said Kibovsky.
Nevertheless, the Library of Ukrainian Literature was closed. Corresponding signs were dismantled from the building, the site of the institution was also blocked.
