Dmitry Viktorovich Streltsov (born June 29, 1963 in Moscow) is a Russian orientalist, historian and political scientist, specialist in the field of international relations and Japanese studies.
Candidate of Historical Sciences (November 1989), thesis: “The Nuclear Problem in Japanese Foreign Policy (80s)” (Institute of Oriental Studies, USSR Academy of Sciences). Doctor of Historical Sciences (February 2003), thesis: “The System of Public Administration of Japan in the Postwar Period (Historical and Political Aspects)” (Institute of Oriental Studies, Russian Academy of Sciences). Professor, Department of Oriental Studies (2013). In the 1990s - 2010s He was repeatedly invited to Japan (universities of Hosei, Hitotsubashi, Keio, Tokyo University of International Studies, University of Niigata, etc.) as a visiting researcher and visiting professor. Special Researcher, University of Okinawa (2004-2009). Head of research projects of the Russian State Humanitarian Fund “Foreign Policy Priorities of Post-War Japan in the Asia-Pacific Region” (2013-2014) and “The System of 1955”: Political Power in Japan during the Cold War (2016-2018). Received research grants from The Japan Foundation Fellowship (2001-2002, 2010, 2017), Hosei University International Fund Foreign Scholars Fellowship (1992-1993).
Since 2008, he is a professor and head of the Department of Oriental Studies at the Moscow State Institute of International Relations (MGIMO University) . Laureate of the National Ecological Prize 2013 in the nomination "For the development of environmental education in Russia. Since the 1990s develops an independent area of modern Japanese studies related to the study of the experience of restructuring the political system of Japan in the post-industrial era. The main area of scientific interests is the fundamental problems of the post-war history of Japan, the internal political, foreign policy and socio-economic problems of modern Japan. He revealed the features of the Japanese system of state regulation, showed the specific features of the Japanese model of parliamentarism and the party-political system of the post-war period, conducted a comprehensive study of Japan's experience in implementing state policy in the field of energy conservation. He is engaged in studying the problems of international security and economic integration in the Asia-Pacific region, theoretical and applied problems of Russia's foreign policy in East Asia.
