Biography

Born on March 17, 1936 in the village of Stanovaya, Stanovlensky District [1] . Coming from the Kuban Cossacks.

In 1954 he graduated from the 6th Voronezh Special School of the Air Force .

From September 1955 to June 1958 he studied at the Higher Naval School named after M.V. Frunze , after which he was appointed commander of the anti-aircraft battery of the destroyer "Insinuating" of the Pacific Fleet .

From September 1964 to June 1965 he studied at the command faculty of 6 Higher Special Officer Classes in Leningrad , after which he was appointed commander of a patrol ship.

In 1967, he took command of the destroyer "Volniy" of the Pacific Fleet.

Since September 1969, student of the command faculty of the Naval Academy .

Since June 1971, after graduating from the academy, he was appointed chief of staff of the 26th brigade of anti-submarine ships of the Baltic Fleet .

Since August 1973 - commander of the 76th brigade of destroyers of the same fleet.

Since August 1975 - the commander of the 12th division of missile ships of the same fleet.

Since November 1978 - chief of staff of the 5th operational squadron of the Navy in the Mediterranean .

In November 1979, he was awarded the military rank of Rear Admiral [2] .

Since February 1981 - commander of the 5th operational squadron of the Navy in the Mediterranean.

In November 1984, he was awarded the military rank of Vice Admiral [2] .

Since September 1985, the chief of staff - first deputy commander of the Black Sea Fleet .

In February 1988, he was the leader of the operation to oust US Navy ships from Soviet territorial waters in the Black Sea [3] ( fleet commander Admiral M.N. Chronopulo was in Moscow at that time ).

At the beginning of December 1989, Admiral Selivanov, while on the Slava missile cruiser , ensured the safety of the meeting between the leaders of two superpowers - the USSR and the USA - Gorbachev and Bush taking place aboard the Maxim Gorky cruise ship on the La Valletta road ( Malta ) [4 ] .

At the end of December 1989, he was appointed commander of the Leningrad Naval Base - commandant of the Kronstadt Naval Fortress .

In February 1991, he was awarded the military rank of Admiral [2] .

Since September 1992 - Chief of the General Staff - First Deputy Commander-in-Chief of the Navy.

In December 1996, he was transferred to the reserve.

He worked as deputy general director of Compass-1 CJSC [5] .

Lives in the city of Moscow .

Specialist in the field of operational art and strategy of the Navy, fleet management in operations. The leader and participant in the substantiation of the composition of the armament of the Navy, the development of regulatory documents. He is the author of scientific papers on the problems of ensuring combat readiness of naval forces, assessing the effectiveness of the prospects for the development of naval weapons, and organization of conversion [5] .
