Graduate of the Faculty of Industrial Economics at the Warsaw School of Economics (1973). Member of the PUWP since 1971.
In 1972-1974 he worked as an economist at state enterprises of the chemical industry. In 1974-1980 - head of the mining industry of the Ministry of Finance of Poland.
In 1980-1981 - at party work in the Central Committee of the PUWP. In 1981-1985 - Advisor to the Government on economic reform.
In 1985 he was appointed director of the department of planning methodology and regulation systems of the Planning Commission under the Council of Ministers of Poland.
Since November 1987 - Deputy State Secretary of the Ministry of Industry.
From 11/14/1988 to 01/08/1989 - Minister of Finance in the government of Mechislav Rakovsky . As Minister of Finance, he was replaced by Leszek Balcerowicz .
In March 1989, he chaired the supervisory board of the Polish Foreign Debt Service Fund.
In June 1997, he appeared before the State Tribunal of Poland on charges of an alcohol fraud while working as a minister, but was acquitted.
