Evgeny Yuryevich Zingis ( 1893 , Goldbek volost of the Valka district of the Livonia province - February 18, 1938 , Leningrad ) - Soviet statesman. Chairman of the Executive Committee of the Novgorod Regional Council (1930). Chairman of the Executive Committee of the Murmansk District Council and Chairman of the Murmansk City Council of Workers, Peasants, Red Army and Fishing Deputies (1931-1932). People's Commissar of Communal Services of the Karelian Autonomous Soviet Socialist Republic (1938).

Biography
Latvian . Born into a peasant family. Education is lower. In the 1910s, he was a worker.
In 1918 he joined the RCP (b) . Since 1918 - assistant commander of the artillery division of the Red Army .
In 1930 he was appointed chairman of the executive committee of the Novgorod District Council of Workers and Peasants' Deputies.
In January 1931 - November 1932 he worked as chairman of the executive committee of the Murmansk District Council and chairman of the Murmansk City Council of workers, peasants, Red Army and fishing deputies.
In 1933 he was transferred to work in Leningrad as the head of the regional department of public utilities.
In August 1937 - People’s Commissar of Communal Services of the Karelian ASSR. Member of the Karelian Regional Committee of the CPSU (b).
Delegate of the XV All-Russian Congress of Soviets (1931). Member of the All-Russian Central Executive Committee (1931).
On August 13, 1937 he was also arrested by the Visiting Session of the Military Collegium of the Supreme Court of the USSR under Art. Art. 58-7-8-11 of the Criminal Code of the RSFSR to capital punishment. Shot in the city of Leningrad on February 18, 1938.
Rehabilitated posthumously.
