Biography
Born in 1698 in Cáceres ; his parents were Bernardino de Carvajal, 2nd Earl de la Enharada, and Maria Josef de Lancaster y Noronha, who was a descendant of Georges di Lancastre , the illegitimate son of the Portuguese king Juan II . After graduating from the University of Salamanca, he became a judge in the Royal Audience of Valladolid and took office in the Council of India , and also participated in the activities of the State Council as Secretary of the Minister. Under King Philip V, he headed the Council of India, and since 1746 was also president of the Council on Finance and Trade.
During the reign of King Ferdinand VI , as Secretary of State, he organized an expedition to the origins of Orinoco , to ensure compliance with the terms of the agreement on the delimitation of possessions with Portugal . He also reformed the royal mail, and in 1752 founded the Royal Academy of the Three Noble Arts named after St. Ferdinand .
