The Main Directorate of the Patrol Police of Kiev [2] ( Ukrainian: Golovne Directorate of Patrol Police of Kiev ) is a territorial executive authority in Kiev , which is part of the system of internal affairs of the Ministry of Internal Affairs of Ukraine . The main tasks of the department are to ensure the security, rights and freedoms of citizens, the suppression and disclosure of crimes, the protection of public order.

Kiev police are led by a chief who is appointed and removed by the president of Ukraine on the proposal of the Minister of the Interior. Control over the activities of the Kiev police is carried out by the Ministry of Internal Affairs, the mayor of Kiev , the government and the city council.
Currently, the head of the Main Directorate of Patrol Police is Alexander Fatevich (since 2015).
History

Kiev city police was established in 1858, during police reform.
The reforms of Alexander II carried out in the middle of the 19th century in Russia touched almost all aspects of public life.
Reform of the city police was also launched. The reasons for the need to transform the city police were related to the excessive number of its functions and insufficient financial resources to introduce the necessary number of staff units corresponding to the tasks of maintaining public order and adequate confrontation with crime.
In February 1858, the ministries of justice, state property and the interior of the Russian Empire were tasked with developing proposals for the reorganization of the police. The same task was set before a special meeting consisting of governors. The Minister of the Interior introduced the emperor's initial proposals for the transformation of the police which were approved on July 4, 1858. They spoke of the need to change the composition of the city police, commensurate with the territory and population of each city, as well as with its industrial, commercial, cultural and educational potential. It was recommended to reduce the number of police instances and improve police personnel by strengthening the number of lower ranks. It was proposed to clearly and unequivocally determine the exact responsibilities of the city police. In the proposals, special attention was paid to increasing the monetary content of police ranks, attributing part of the costs of their maintenance (in the amount of up to 1.5 million rubles) to the account of general state revenues.

January 2015 began the first stage of reforming the Ministry of Internal Affairs of Ukraine . Part of the reform also includes renaming the police to the police .
Recruitment in the patrol service of Kiev began on January 19, 2015. Applicants were selected until February 6. On January 27, testing began on candidates wishing to work in the new police (patrol service). Kiev became the pilot city of Ukraine, where the reform of the Ministry of Internal Affairs of Ukraine began. The new patrol service replaced the traffic police and the patrol service. This is part of the global police reform, which is supervised by the former Minister of Internal Affairs of Georgia, and now the First Deputy Minister of the Ministry of Internal Affairs of Ukraine Eka Zguladze .
On July 3, 2015, the Minister of Internal Affairs of Ukraine Arsen Avakov signed an order appointing Major Alexander Fatevich as the head of the new patrol police of Kiev, after which, on July 4, the first battalion of patrol police in the amount of 500 people entered the service [3] .
On August 4, 2015, President of Ukraine Poroshenko signed the law “On the National Police”.

Guide
The position of Chief Police Officer was introduced in 1722 , which since 1727 was subordinate to the Governor General . The chief police officer supervised the activities of the police chiefs, was responsible for calm and order in the city, headed the fire department, supervised trade, urban improvement and sanitary conditions of the city, monitored the observance of laws and regulations of higher and central institutions, and the implementation of decisions of the judiciary. The post was abolished in 1905 in connection with the establishment of the city government in Kiev.
On June 11, 2015, the Minister of Internal Affairs of Ukraine Arsen Avakov appointed Alexander Fatsevich as the head of the main department of the patrol police of the city of Kiev [2] .
