Biography

He graduated from the Volgograd Institute of Urban Engineers , the Academy of Social Sciences under the Central Committee of the CPSU .

Soviet period

  • 1962-1963 - worked in Elista as a foreman, foreman of the repair and construction management.
  • 1963-1964 - Chief Engineer, Deputy Minister of Public Utilities of the Kalmyk ASSR.
  • 1964-1966 - Head of the Promzhilstroy Department of Management, Chief Engineer of a mobile mechanized column, Head of the Kalmykstroy Trust.
  • 1966-1969 - Deputy Chairman of the Elista City Executive Committee.
  • 1969-1974 - Minister of Public Utilities of the Kalmyk ASSR.
  • 1974-1977 - Deputy Chairman of the Council of Ministers of the Kalmyk ASSR.
  • 1977-1981 - Secretary of the Kalmyk Regional Party Committee.
  • 1981-1985 - Secretary of the Astrakhan Regional Party Committee.
  • 1985-1986 - Second Secretary of the Astrakhan Regional Party Committee. He headed the party headquarters for the construction of the Astrakhan gas condensate complex.
  • 1986-1987 - Inspector of the Central Committee of the CPSU.

Russian period

In 1990, he was elected people's deputy of the RSFSR from Priyutensky National-Territorial District 103, Kalmykia. He was a member of the Commission of the Council of Nationalities of the Supreme Soviet of Russia on the social and economic development of republics within the RSFSR, the autonomous region, autonomous districts, and small peoples. He was a member of the Communists of Russia faction (June 1990, December 1992), Fatherland (1991), and Sovereignty and Equality (1992–93).

In 1995, he became a member of the Organizing Committee of the Chernomyrdin Movement “Our Home is Russia” (NDR), since 1996 he has been the Chairman of the Executive Committee of the Our Home is Russia movement. He was elected deputy chairman of the movement. In 1996, he participated from the NDR in the presidential election campaign on the side of Yeltsin. He was thanked as an active participant in the organization and conduct of the presidential election campaign of 1996 - the curator of the election campaign in the constituent entities of the Russian Federation.
