From the nobility of the Kuban region. A native of the village of George-Afipa Kuban Cossack army.

He graduated from the Kuban Alexandrovskoye Real School (1896) and the Nikolaev Cavalry School (1898), from where a cornet was released in the 1st Taman Cossack Regiment . In 1902 he was promoted to centurion .

In 1904, the 2nd Kuban Cossack Hundred Own E. I. Convoy was transferred to the Life Guards, in 1907 he was promoted to sub-jail . He entered the First World War as part of the Convoy. In 1916 he was promoted to Yesaul , commanded the Life Guard of the 1st Kuban Cossack Hundred. Granted by St. George's Arms

Because on June 5, 1916, when the 2nd Kizlyar-Grebensky Regiment of the Terek Cossack Army moved to Glyboka, moving forward on the orders of the division head and hearing a shootout, he trotted the 1st hundred of His Imperial Majesty's Own Convoy to shoots. Having ascertained that the 4th hundred of the named regiment was conducting a shootout with the cover of a large enemy convoy, esaul Rashpil went to the left flank of the convoy, dismounted and, with a cry of “Hurray”, threw himself into the attack on the cover, which was partly destroyed, with the 4th hundred regiment, and partly fled to a nearby forest. In the wagon train there were about 400 carts with horses, 2 heavy guns with carriages and charging drawers, and there were a lot of cartridges and quartermanship equipment.

and the Order of St. George 4th degree

For the fact that on June 10, 1916, during the execution of the 2nd Kizlyar-Grebensky Regiment of the Terek Cossack Army, the task of bypassing the enemy who occupied the Kimpolung and taking the city, he crossed the wooded mountain range with the 1st hundred Convoy of His Majesty , to the left of the 1st hundred of the named regiment and having knocked out the enemy from the forest, I heard strong firing on the right, where I decided to go to the rescue, but barely rushed forward in chains, as I was fired at by enemy machine guns from the left flank. Esaul Rashpil, despite the enemy’s strong fire, threw himself in bayonets at the active machine gun, which he took with the machine gunners, scattering and breaking the cover. Having cleared his way in this way, he moved a hundred run further in the direction of the battle and went to the flank of the enemy attacked at that time by the 1st hundred of the 2nd Kizlyar-Grebensky Regiment of the Terek Cossack Army. Thanks to his exit on the flank, the enemy faltered and fled. In this battle, hundreds of Esaul Rashpil, together with the 1st hundred of the 2nd Kizlyar-Grebensky Regiment, 38 officers and 700 lower ranks were captured.

After the February Revolution , on March 15, 1917, Colonel Raspil was appointed interim commander of the Convoy of the Supreme Commander. With the reorganization of the Convoy into the Kuban and Terek Guards Cossack Divisions, on June 14, 1917 he was appointed commander of the Kuban Guards Cossack Division. After the October Revolution he joined the Volunteer Army , at the beginning of 1918 - in the Kuban detachment. Participated in the 1st Kuban campaign , commanded the Kuban division in the 1st cavalry regiment. He was killed on March 31, 1918 during a horse attack near Ekaterinodar .
