The formation and powers of Congress are set forth in the first article of the US Constitution . In this case, the concepts of the upper and lower chambers are not used. The main function of the House of Representatives is the adoption of federal laws, i.e. such laws that apply in all states. Billy members of the House are also debating in the Senate and endorsed by the president before they become law.
Compared to the Senate: the main power of the House of Representatives is the adoption of laws, and the Senate is the personnel appointment and control.
